【摘要】：近年來,隨著各地新聞媒體對流浪乞討事件報(bào)道的增加,城市流浪乞討人員作為一個(gè)特殊的群體,得到了政府和學(xué)界廣泛的關(guān)注。深入探討如何從根本上解決流浪乞討現(xiàn)象,關(guān)系到社會不同群體之間利益的平衡,關(guān)系到社會與個(gè)人的和諧發(fā)展,對于建設(shè)更高水平的公平社會、完善政府服務(wù)職能甚至國家的長治久安都具有深遠(yuǎn)影響。 本文以天津市流浪乞討人員的救助管理為研究對象,在對流浪乞討人員及其救助管理的相關(guān)理論、概念進(jìn)行闡釋的基礎(chǔ)上,綜合運(yùn)用文獻(xiàn)研究法、實(shí)證研究法、定性分析法及非參與觀察法等研究方法,對天津市流浪乞討問題的現(xiàn)狀及政府救助管理狀況作了一番調(diào)查研究,指出了天津市政府在對流浪乞討人員救助管理中存在的問題以及救助管理工作的難點(diǎn)。借鑒國內(nèi)外流浪乞討救助管理制度及經(jīng)驗(yàn),對天津市政府的流浪乞討救助管理工作提出了幾點(diǎn)建議。 通過對天津市救助管理工作的調(diào)查研究,得出了造成天津市流浪乞討人員救助管理工作障礙的主要原因,并據(jù)此重點(diǎn)從以下幾方面提出了建議。法理層面,要著力實(shí)現(xiàn)救助主客體雙方權(quán)利義務(wù)關(guān)系的平衡；制度層面,應(yīng)該完善教育、醫(yī)療、就業(yè)等相關(guān)配套制度,實(shí)現(xiàn)一門受理,多門協(xié)同；救助理念和思路層面,通過發(fā)展經(jīng)濟(jì)和調(diào)節(jié)收入分配政策從根源上解決流浪乞討現(xiàn)象。
[Abstract]:In recent years, with the increase of news media reports on vagrancy and begging, urban vagrants and beggars, as a special group, have been widely concerned by the government and academic circles. How to fundamentally solve the phenomenon of vagrancy and begging is related to the balance of interests among different groups of society, to the harmonious development of society and individuals, and to the construction of a higher level of fair society. Perfecting the function of government service even the long-term stability of the country has profound influence. This article takes the relief management of the vagrant beggars in Tianjin as the research object, on the basis of explaining the relevant theories and concepts of the vagrant beggars and their relief management, synthetically applies the literature research method, the empirical research method, The qualitative analysis method and non-participation observation method are used to investigate the present situation of the problem of vagrant begging and the management of government assistance in Tianjin. This paper points out the problems and difficulties of Tianjin Municipal Government in the rescue management of vagrants and beggars. Based on the management system and experience of vagrant begging at home and abroad, this paper puts forward some suggestions on the management of vagrant and begging assistance by Tianjin Municipal Government. Through the investigation and study of the relief management work in Tianjin, the main reasons for the obstacles to the relief management of the vagrant and beggars in Tianjin are obtained, and the suggestions are put forward from the following aspects. At the legal level, we should make great efforts to achieve the balance between the rights and obligations of the subject and the object, and at the institutional level, we should perfect the relevant supporting systems such as education, medical treatment, employment and so on. Through developing economy and adjusting income distribution policy, the phenomenon of vagrancy and begging can be solved at the root.
