【摘要】：隨著全球化進(jìn)程的不斷加快,生態(tài)環(huán)境也遭遇著越來(lái)越大的危機(jī),嚴(yán)重的威脅到人們賴以生存和發(fā)展的空間。并且在相當(dāng)大的程度上改變了人們的思維認(rèn)知方式和人們應(yīng)對(duì)全球生態(tài)危機(jī)的態(tài)度,最重要的是它破壞了人類和生態(tài)社會(huì)和平發(fā)展的美好狀況。這就意味著人們?yōu)榱宋磥?lái)長(zhǎng)期持續(xù)的發(fā)展,就必須要深入思考應(yīng)對(duì)全球生態(tài)危機(jī)的措施。當(dāng)然,我們首先要知道日益惡化的全球生態(tài)危機(jī)從本世紀(jì)60年代就開(kāi)始出現(xiàn)了,這是一個(gè)長(zhǎng)期逐漸化、從量變到質(zhì)變的不斷演變的過(guò)程。在這種不容樂(lè)觀的形勢(shì)下,社會(huì)組織憑借其自身在人力、物力、時(shí)間上的獨(dú)特的優(yōu)勢(shì),有效地彌補(bǔ)了政府在解決生態(tài)環(huán)境問(wèn)題中存在的缺陷和不足,對(duì)更快更好的脫離生態(tài)環(huán)境惡化的困境提供了強(qiáng)有力的支持。到目前為止,我國(guó)的環(huán)境保護(hù)事業(yè)取得了很令人欣慰的發(fā)展成果,一直在不斷的完善中。不僅如此,我國(guó)在制定法規(guī)政策、擴(kuò)大社會(huì)關(guān)注和創(chuàng)新技術(shù)手段等方面都有了非常明顯的進(jìn)步,社會(huì)組織的迅速發(fā)展及其參與環(huán)境保護(hù)工作影響力的不斷上升便是表現(xiàn)之一。本文主要是研究社會(huì)組織在酒泉市是如何參與到環(huán)境保護(hù)工作機(jī)制中的。第一步,從理論基礎(chǔ)方面,不僅詳細(xì)地論述了酒泉市的社會(huì)組織在參與環(huán)境保護(hù)過(guò)程中的具體內(nèi)容和價(jià)值意義,還簡(jiǎn)要地介紹了社會(huì)組織的內(nèi)涵,并對(duì)社會(huì)組織參與環(huán)境保護(hù)的內(nèi)容和意義進(jìn)行了深入的研究分析。第二步,對(duì)酒泉市社會(huì)組織參與環(huán)境保護(hù)工作的現(xiàn)狀進(jìn)行了調(diào)查,制定了酒泉市社會(huì)組織參與環(huán)境保護(hù)工作現(xiàn)狀問(wèn)卷調(diào)查,總結(jié)、歸納和分析了調(diào)查結(jié)果。除了問(wèn)卷調(diào)查以外,還對(duì)酒泉市社會(huì)組織參與環(huán)境保護(hù)工作現(xiàn)狀進(jìn)行了訪談?wù){(diào)查,分析訪談過(guò)程和訪談結(jié)果。了解了酒泉市社會(huì)組織參與環(huán)境保護(hù)工作的現(xiàn)狀,并與其他地區(qū)進(jìn)行對(duì)比,總結(jié)出我國(guó)環(huán)保社會(huì)組織參與環(huán)境保護(hù)工作的普遍問(wèn)題。在這個(gè)基礎(chǔ)上,從保障社會(huì)組織在公眾參與中的法律地位、保障社會(huì)組織公眾參與權(quán)利、拓展社會(huì)組織參與環(huán)保工作途徑、完善社會(huì)組織參與環(huán)境保護(hù)程序、建立社會(huì)組織與政府合作制、加強(qiáng)社會(huì)組織的能力建設(shè)6方面提出了改進(jìn)建議。在文章的最后,我們對(duì)社會(huì)組織參與環(huán)境保護(hù)工作進(jìn)行了總結(jié)和展望。
[Abstract]:With the development of globalization, the ecological environment is confronted with more and more crisis, which seriously threatens the living and development of people. And to a large extent, it has changed people's way of thinking and cognition and people's attitude to the global ecological crisis. The most important thing is that it destroys the good situation of the peaceful development of human beings and ecological society. This means that people must think deeply about the measures to deal with the global ecological crisis for long-term and sustainable development in the future. Of course, first of all, we need to know that the worsening global ecological crisis has appeared since the 1960s, which is a long-term gradual process, from quantitative to qualitative change. In this situation, social organizations rely on their own unique advantages in human, material and time, effectively make up for the shortcomings and shortcomings of the government in solving ecological environmental problems. It provides strong support for faster and better escape from the plight of ecological deterioration. So far, China's environmental protection has made a very gratifying development results, has been constantly improving. Moreover, China has made remarkable progress in making laws and policies, expanding social attention and innovating technical means, etc. The rapid development of social organizations and the rising influence of participating in environmental protection work is one of the manifestations. This paper mainly studies how social organizations participate in the environmental protection mechanism in Jiuquan City. The first step, from the theoretical basis, not only discusses in detail the specific content and value significance of the social organizations in Jiuquan City in the process of participating in environmental protection, but also briefly introduces the connotation of social organizations. The content and significance of social organizations participating in environmental protection are also studied and analyzed. The second step is to investigate the current situation of social organizations' participation in environmental protection in Jiuquan City, formulate a questionnaire survey of social organizations' participation in environmental protection work in Jiuquan City, summarize and analyze the results of the investigation. In addition to the questionnaire survey, the author also conducted an interview survey on the current situation of social organizations participating in environmental protection in Jiuquan City, and analyzed the interview process and the results of the interview. The present situation of social organizations' participation in environmental protection in Jiuquan City is understood and compared with other regions, and the general problems of environmental protection work of social organizations in our country are summarized. On this basis, in order to ensure the legal status of social organizations in public participation, to safeguard the rights of public participation in social organizations, to expand the ways for social organizations to participate in environmental protection work, and to improve social organizations' participation in environmental protection procedures, Some suggestions are put forward on how to establish the cooperative system between the social organization and the government and to strengthen the capacity building of the social organization. At the end of the article, we summarize and prospect the participation of social organizations in environmental protection.
