【摘要】：隨著中國建設(shè)社會主義和諧社會的進程,公民越來越多的參與到社會管理中來,公益的力量越來越凸顯。黑龍江作為我國最北的省份,相對于南方沿海城市,經(jīng)濟發(fā)展程度滯后,一些先進的公益思想和公益理念傳播到這里也需要相對長的時間,所以導(dǎo)致黑龍江的公益事業(yè)發(fā)展較慢,不成熟,這就需要政府和公益組織有針對性地對黑龍江公民的公益觀進行引導(dǎo)和培育,讓公民樹立正確的公益觀,如何踐行正確的公民公益觀培育策略成為當(dāng)前函需解決的重要問題。本文總結(jié)了我國當(dāng)前國內(nèi)外的公益事業(yè)研究現(xiàn)狀,這是對黑龍江省公民公益觀研究背景的闡述;在此基礎(chǔ)上,對公益、慈善、公民公益觀、社會主義公益觀等基本概念做了概述,比較了傳統(tǒng)慈善和公益的本質(zhì)不同和培育社會主義公益觀的理論依據(jù)。本文著重寫了黑龍江省公民公益觀的形成基礎(chǔ)和影響公益觀的因素,并通過問卷調(diào)查的形式,對黑龍江省公民的公益觀進行了調(diào)研,從公益觀形成的歷史和黑龍江地域的自身特點,得出了黑龍江省公民公益觀存在的主要問題,并有針對性地從公益組織、政府、人性、公益平臺等多方面,多角度論述了如何培育黑龍江省公民樹立正確的公益觀,為黑龍江省公民樹立正確的公益觀而提供建議,促進全省公益事業(yè)的發(fā)展。
[Abstract]:With the process of building a harmonious socialist society in China, more and more citizens participate in social management, and the power of public welfare becomes more and more prominent. Heilongjiang, as the northernmost province in China, has lagged behind in economic development relative to the coastal cities in the south. It also takes a relatively long time for some advanced public welfare ideas and ideas to spread here. Therefore, the development of public welfare undertakings in Heilongjiang is slow and immature. This requires the government and public welfare organizations to guide and cultivate the public welfare concept of Heilongjiang citizens in a targeted manner, so that citizens can set up a correct view of public welfare. How to practice the correct cultivation strategy of citizen's public welfare concept has become an important problem that needs to be solved. This paper summarizes the current situation of public welfare research at home and abroad in China, which is the background of the research on the concept of public welfare in Heilongjiang Province. On this basis, this paper summarizes the basic concepts of public welfare, charity, citizen public welfare and socialist public welfare, and compares the essential differences between traditional charity and public welfare and the theoretical basis for cultivating socialist public welfare view. This paper focuses on the formation of the concept of public welfare in Heilongjiang Province and the factors that affect it, and through the form of questionnaire survey, it investigates the concept of public welfare of the citizens of Heilongjiang Province. From the history of the formation of the concept of public welfare and the characteristics of the Heilongjiang region, the main problems in the concept of public welfare of the citizens of Heilongjiang Province are obtained, and the public welfare organization, government, human nature, public welfare platform, and so on are pointed out. This paper discusses from many angles how to cultivate the citizens of Heilongjiang Province to set up a correct public welfare view, to provide suggestions for the citizens of Heilongjiang Province to set up a correct public welfare view, and to promote the development of the public welfare undertakings in the whole province.
