【摘要】：在國家治理體系與治理能力的關(guān)系中,政治認(rèn)知力是衡量國家治理能力的前提性指標(biāo),它保障了中國國家治理體系和治理能力建設(shè)的方向性,避免一個大國犯顛覆性的錯誤。政治認(rèn)知力的一個關(guān)鍵要素就是對政治制度決定性作用的認(rèn)知程度,"飛來峰"式的政治制度,必然導(dǎo)致無效治理甚或國家失敗;而根植于本土的政治制度,具有民族精神的支撐和文化傳統(tǒng)的滋養(yǎng),具有強大的生命力。
[Abstract]:In the relationship between national governance system and governance ability, political cognitive power is the leading index to measure national governance ability, which ensures the directionality of China's national governance system and governance capacity construction, and avoids a big country from making subversive mistakes. One of the key elements of political cognitive power is the degree of cognition to the decisive role of political system. The "flying to peak" type of political system will inevitably lead to ineffective governance or even the failure of the state. The political system rooted in the local, with the support of the national spirit and the nourishment of the cultural tradition, has a strong vitality.
