【摘要】：在全球化背景下,創(chuàng)新資源整合越來(lái)越由原來(lái)封閉環(huán)境下的運(yùn)用區(qū)域性資源轉(zhuǎn)變?yōu)殚_(kāi)放環(huán)境下的全球資源共享。政府支持開(kāi)放型創(chuàng)新平臺(tái)建設(shè)對(duì)推動(dòng)雙創(chuàng)基地實(shí)現(xiàn)自主創(chuàng)新與開(kāi)放創(chuàng)新的有機(jī)結(jié)合具有重要意義。河南作為創(chuàng)新資源相對(duì)匱乏的地區(qū),政府支持對(duì)建設(shè)開(kāi)放型創(chuàng)新平臺(tái)至關(guān)重要,而集合各級(jí)政府力量統(tǒng)籌全省雙創(chuàng)基地開(kāi)放型創(chuàng)新平臺(tái)建設(shè),將鄭洛新自主創(chuàng)新示范區(qū)建成河南最高層次的開(kāi)放型創(chuàng)新平臺(tái)并探索自主創(chuàng)新與開(kāi)放創(chuàng)新密切結(jié)合的示范模式,充分發(fā)揮河南現(xiàn)有對(duì)外開(kāi)放門戶、平臺(tái)、載體和渠道的功能,促進(jìn)全方位的國(guó)際科技合作則是當(dāng)前發(fā)揮政府作用的主要渠道。
[Abstract]:Under the background of globalization, the integration of innovative resources is changing from the use of regional resources in the original closed environment to the global resource sharing in the open environment. Government support for the construction of open innovation platform is of great significance to promote the organic combination of independent innovation and open innovation in mass entrepreneurship and innovation base. Henan, as a region with relatively scarce innovation resources, government support is essential to the construction of an open innovation platform, and all levels of government are gathered to coordinate the construction of an open innovation platform at the mass entrepreneurship and innovation base across the province. Build Zheng Luoxin Independent Innovation demonstration Zone into Henan's highest level open innovation platform and explore the demonstration model of close combination of independent innovation and open innovation, and give full play to the functions of Henan's existing open door, platform, carrier and channel. Promoting all-round international cooperation in science and technology is the main channel for the government to play its role.
