【摘要】：伍德羅·威爾遜提出的政治與行政兩分思想,契合了工業(yè)革命后資本主義社會(huì)的政治發(fā)展和國家治理需要,為不斷提高公共行政發(fā)展水平提供了技術(shù)路徑,有力地支撐和促進(jìn)了公共行政學(xué)學(xué)科的產(chǎn)生和發(fā)展。雖然這一思想從提出伊始就一直飽受批評,但時(shí)至今日其仍然是政治學(xué)和公共行政學(xué)理論研究的重要出發(fā)點(diǎn),并在20世紀(jì)80年代以來的全球治道變革實(shí)踐中扮演著重要角色。在我國全面深化改革的背景下,科學(xué)梳理公共行政學(xué)的學(xué)科發(fā)展,對這一思想進(jìn)行深入的理論分析和價(jià)值透析,比照各國政府治理變革的實(shí)踐脈絡(luò),實(shí)現(xiàn)政治發(fā)展與行政改革的同步并舉與有機(jī)融合,對于推進(jìn)我國國家治理體系與治理能力現(xiàn)代化具有重要意義。
[Abstract]:Woodrow Wilson's dichotomy of politics and administration was in line with the political development and national governance of the capitalist society after the Industrial Revolution and provided a technical path for improving the level of the development of public administration. Support and promote the emergence and development of the subject of public administration. Although this idea has been criticized since its inception, it is still an important starting point for the theoretical study of political science and public administration, and plays an important role in the practice of the global governance reform since the 1980s. Under the background of deepening the reform in an all-round way in our country, the subject development of public administration is combed scientifically, and the theoretical analysis and value analysis of this thought are carried out, which is compared with the practice of governance reform in various countries. It is of great significance to realize the simultaneous development and organic integration of political development and administrative reform in order to promote the modernization of national governance system and governance ability in China.
