【摘要】：黨的十八屆三中全會(huì)把簡(jiǎn)政放權(quán)作為我國(guó)政府下一步改革的目標(biāo)。簡(jiǎn)政放權(quán)并不是說(shuō)政府可以"一放了之"。政府仍應(yīng)牢牢把控其核心價(jià)值,"元治理者"是簡(jiǎn)政放權(quán)背景下政府最適宜的角色。公共服務(wù)多元合作供給是深化簡(jiǎn)政放權(quán)改革的重要一招。公共服務(wù)多元合作供給打破了政府壟斷供給公共服務(wù)的地位,但政府作為公共利益的代表仍應(yīng)扮演公共服務(wù)多元合作供給中的"元治理者"的角色,主要表現(xiàn)為多元合作供給的激活者、協(xié)調(diào)者和責(zé)任者。元治理對(duì)政府的能力提出更高的要求。政府需要從完善人事制度、優(yōu)化組織結(jié)構(gòu)、健全激勵(lì)機(jī)制、完善責(zé)任分擔(dān)機(jī)制和建立責(zé)任追究機(jī)制等方面來(lái)提升元治理能力。
[Abstract]:The third Plenary session of the 18th CPC Central Committee made decentralization of government power the goal of our government's next step of reform. Streamlining government power does not mean that the government can "let it go." The government should still firmly control its core value, and the "meta-governer" is the most suitable role for the government under the background of decentralization. The multiple cooperative supply of public service is an important measure to deepen the reform of decentralization. The pluralistic cooperative supply of public service has broken the position of government monopolizing the supply of public service, but the government, as the representative of public interest, should still play the role of "meta-governer" in the pluralistic cooperative supply of public service. The main performance is the activator, coordinator and responsible person of pluralistic cooperative supply. Meta-governance puts forward higher request to the ability of government. The government needs to improve the ability of meta-governance from the aspects of perfecting the personnel system, optimizing the organizational structure, perfecting the incentive mechanism, perfecting the responsibility sharing mechanism and establishing the responsibility investigation mechanism.
