【摘要】：城鄉(xiāng)結合部是城鎮(zhèn)化發(fā)展中的特殊區(qū)域。隨著我國城鎮(zhèn)化的快速發(fā)展,城鄉(xiāng)結合部呈現(xiàn)出格局動態(tài)性、樣態(tài)過渡性、群體異質性、訴求多元性、城鄉(xiāng)文化沖突等階段性特征,給城鄉(xiāng)結合部社會治理提出了更高要求。但是,當前的社會治理與城鎮(zhèn)化發(fā)展還存在行政架構尚不能適應社會管理需要、二元管理體制嚴重影響社會治理成效、齊抓共管的工作格局沒有真正形成、利益矛盾調處機制有待進一步完善、城鄉(xiāng)文化融合還有很長的路要走等一些不適應的地方,需要從治理能力、治理體系、治理機制、利益訴求、社會文化等方面全面推進社會治理工作的轉型與創(chuàng)新。
[Abstract]:Urban and rural areas are special areas in the development of urbanization. With the rapid development of urbanization in our country, the dynamic pattern, transition, group heterogeneity, diversity of demands and cultural conflict between urban and rural areas have brought forward higher requirements for the social management of urban-rural conjunctions. However, there is still an administrative framework in the current development of social governance and urbanization that cannot meet the needs of social management. The dual management system has seriously affected the effectiveness of social governance, and the work pattern of joint management has not really formed. The mediation mechanism of interest contradictions needs to be further improved. There is still a long way to go in the integration of urban and rural cultures, and there is still a long way to go to adapt such places as governance capabilities, governance systems, governance mechanisms, and interest demands. Social culture and other aspects of the overall promotion of social governance work transformation and innovation.
