【摘要】：【目的/意義】從用戶利用的角度出發(fā),通過定量與定性相結(jié)合的研究方法,分析目前我國政府?dāng)?shù)據(jù)開放平臺的價值評價與存在問題,并提出建議,以期進一步促進政府?dāng)?shù)據(jù)開放平臺的價值實現(xiàn)�！痉椒�/過程】以數(shù)據(jù)利用者和數(shù)據(jù)提供者的評價為視角,利用德爾菲法、層次分析法和權(quán)值評優(yōu)法構(gòu)建政府?dāng)?shù)據(jù)開放平臺價值評價模型,提出政府?dāng)?shù)據(jù)開放平臺價值評價指標(biāo)的計算公式,并以19家地方政府?dāng)?shù)據(jù)開放平臺為對象,進行了實證研究。【結(jié)果/結(jié)論】我國政府?dāng)?shù)據(jù)開放平臺建設(shè)整體情況較差,各地方政府?dāng)?shù)據(jù)開放平臺差異明顯,數(shù)據(jù)用戶目標(biāo)價值評價程度優(yōu)于數(shù)據(jù)提供者目標(biāo)價值評價程度,提出開放真正能"用"的數(shù)據(jù),豐富平臺"用戶"概念內(nèi)涵,"授予"用戶利用的相關(guān)權(quán)利,讓平臺"活"起來四個方面的建議。
[Abstract]:[objective / significance] from the point of view of user utilization, through the combination of quantitative and qualitative research methods, this paper analyzes the value evaluation and existing problems of the open platform of government data in our country, and puts forward some suggestions. With a view to further promoting the realization of the value of the open platform for government data. [methods / processes] utilize the Delphi method from the perspective of the evaluation of data users and data providers, The analytic hierarchy process (AHP) and the weight evaluation method are used to construct the value evaluation model of the open platform of government data, and the calculation formula of the value evaluation index of the open platform of government data is put forward, and the 19 open platforms of local government data are taken as the object. Empirical research is carried out. [results / conclusion] the overall situation of the construction of the open platform for government data in China is poor, and the differences among the local government data open platforms are obvious. The evaluation degree of data user's target value is better than that of data provider's. It is put forward that open and real data can be used, enrich the concept connotation of "user", and "grant" the relevant right of user's utilization. Let the platform "live" up four areas of advice.
