【摘要】：腐敗治理是一個世界性的難題,對于每個國家來說,這都是一份未能做完和做好的考卷。十八大以來,我國新一屆領(lǐng)導(dǎo)班子對反腐的重視,增強(qiáng)了民眾對腐敗治理信心。尤其是網(wǎng)絡(luò)反腐的出現(xiàn),掀起了反腐的高潮。在網(wǎng)絡(luò)反腐事件中,涉事的官員級別從科級干部到省部級干部,其成效不容小覷。網(wǎng)絡(luò)反腐的多方面優(yōu)點促使許多學(xué)者從不同角度來關(guān)注和研究網(wǎng)絡(luò)反腐。本文是從官方角色的角度來研究網(wǎng)絡(luò)反腐。網(wǎng)絡(luò)反腐的主體是官方和網(wǎng)民,但官方在網(wǎng)絡(luò)反腐中居主導(dǎo)地位,扮演著至關(guān)重要的角色。網(wǎng)絡(luò)反腐的每一個環(huán)節(jié)都有官方主體,具體體現(xiàn)在:官方主體是網(wǎng)民曝光網(wǎng)絡(luò)反腐事件的回應(yīng)者;官方是規(guī)范網(wǎng)民發(fā)布網(wǎng)絡(luò)反腐行為的管理者;官方是網(wǎng)絡(luò)反腐法律制度的制定者;官方是網(wǎng)絡(luò)反腐輿論的引導(dǎo)者。因此,從官方角色的角度來研究網(wǎng)絡(luò)反腐,對于探討完善網(wǎng)絡(luò)反腐的對策具有重要的意義。全文共分為五個部分:緒論部分主要介紹研究背景、研究意義、研究現(xiàn)狀、界定相關(guān)的概念,指出了本文的研究思路和可能的創(chuàng)新點。第二,對網(wǎng)絡(luò)反腐相關(guān)問題進(jìn)行分析,包括網(wǎng)絡(luò)反腐的興起、網(wǎng)絡(luò)反腐的優(yōu)缺點、國外的網(wǎng)絡(luò)反腐經(jīng)驗等,通過對相關(guān)問題的分析為網(wǎng)絡(luò)反腐中官方角色的研究提供方便。第三,重點闡述網(wǎng)絡(luò)反腐中官方角色的現(xiàn)狀,分別從網(wǎng)絡(luò)反腐進(jìn)入官方主導(dǎo)時代、網(wǎng)絡(luò)反腐對官方的影響、官方對網(wǎng)絡(luò)反腐的態(tài)度、官方在網(wǎng)絡(luò)反腐中的作為等方面予以分析。第四,官方角色在網(wǎng)絡(luò)反腐中存在的問題分析,主要從思想道德層面、組織層面、技術(shù)層面、法律制度層面來分析官方主體在網(wǎng)絡(luò)反腐中存在的缺陷。第五,對我國官方角色在網(wǎng)絡(luò)反腐中的定位提出若干對策和建議。
[Abstract]:Corruption management is a worldwide problem, for every country, it is an unfinished and finished examination paper. Since the 18th National Congress, China's new leadership on the importance of corruption, enhance public confidence in corruption governance. Especially the appearance of network anti-corruption, set off the climax of anti-corruption. In the case of network anti-corruption, the effect of the officials involved from section level to provincial level can not be underestimated. Many scholars pay attention to and study network corruption from different angles. This article is from the official role angle to study the network anti-corruption. The main body of network anti-corruption is the official and Internet users, but the government plays a crucial role in the network anti-corruption. Every link of the network anti-corruption has the official main body, which is embodied in: the official subject is the responder to the Internet anti-corruption event exposed by the netizens, the official is the administrator who regulates the Internet anti-corruption behavior issued by the netizens; The official is the network anti-corruption legal system's maker; the official is the network anti-corruption public opinion's guide. Therefore, it is of great significance to study network anti-corruption from the angle of official role. The paper is divided into five parts: the introduction mainly introduces the research background, research significance, research status, defines the relevant concepts, and points out the research ideas and possible innovation points of this paper. Second, this paper analyzes the related problems of network anti-corruption, including the rise of network anti-corruption, the advantages and disadvantages of network anti-corruption, foreign experience of network anti-corruption, through the analysis of related issues for the study of the role of the official network anti-corruption provides convenience. Third, the paper focuses on the status quo of the official role in the network anti-corruption, respectively from the network anti-corruption to the official dominant era, the network anti-corruption to the official influence, the official attitude to the network anti-corruption, the official action in the network anti-corruption and so on. Fourth, the problem analysis of the official role in the network anti-corruption, mainly from the ideological and moral level, organizational level, technical level, legal system level to analyze the official body in the network anti-corruption defects. Fifth, put forward some countermeasures and suggestions on the position of our country's official role in network anti-corruption.
