民用運輸機場應急管理能力系統(tǒng)評價研究

【摘要】:我國經(jīng)濟的持續(xù)發(fā)展,整個民航運輸機場業(yè)在運輸旅客人數(shù)、起降架次等方面不斷增長,同時,機場突發(fā)事件時有發(fā)生,在處置這些突發(fā)事件時,出現(xiàn)了一些諸如救援行動不及時,救援溝通不足的問題,導致救援處置不力,造成經(jīng)濟損失、航班延誤等嚴重后果。為提高機場的應急救援能力,有必要對機場的應急管理能力進行系統(tǒng)的評價研究,找出其薄弱環(huán)節(jié),給局方和機場提供有針對性的建議,進而通過各方努力,加強機場的應急管理的能力,更好地應對機場突發(fā)事件,給旅客出行,航空公司、機場的運行提供安全保障。首先,根據(jù)應急管理建設(shè)的4個內(nèi)容,即體制、機制、法制和預案對機場的應急管理進行了系統(tǒng)的分解和梳理,再以民航規(guī)章及文獻、機場應急救援的案例和專家調(diào)查為基礎(chǔ),結(jié)合機場實際和一線員工的意見,篩選出了35個指標,采用問卷調(diào)查和熵權(quán)法對35個指標進行重要度排序,選出了27個主要的指標,構(gòu)建了民用運輸機場應急管理能力評價指標體系,其中準則層6個指標,因素層27個指標。然后,用層次分析法確定指標權(quán)重?紤]到機場應急管理能力評價指標很多難以量化,根據(jù)民航規(guī)章、標準和文獻制訂了詳細的指標評分標準。進而,結(jié)合物元可拓法構(gòu)建機場應急管理能力物元可拓評價模型。最后,以鄭州機場為例,對其應急管理能力進行評價,結(jié)果顯示其等級為良好,進一步分析表明鄭州機場的應急處置和恢復總結(jié)能力需加強建設(shè)。根據(jù)評價結(jié)果對鄭州機場的應急管理能力建設(shè)提出了詳細的改進建議。實證分析證明該機場應急管理能力評價模型具有較好的實用性,是一種進行機場應急管理能力評價的有效方法,并能為民航局評測機場應急管理能力提供支持。
[Abstract]:With the sustained economic development of our country, the entire civil aviation transport airport industry has been increasing in the number of passengers, take-offs and landings, etc. At the same time, airport emergencies have occurred from time to time. When dealing with these emergencies, There are some problems such as untimely rescue operations, insufficient rescue communication, resulting in poor rescue management, resulting in economic losses, flight delays and other serious consequences. In order to improve the emergency rescue capability of the airport, it is necessary to systematically evaluate and study the emergency management capacity of the airport, identify its weak links, provide targeted recommendations to the bureau and the airport, and then make efforts through all parties. Strengthen the ability of airport emergency management, better deal with airport emergencies, to passengers travel, airlines, airport operations to provide security. First of all, according to the four contents of emergency management construction, that is, system, mechanism, legal system and contingency plan, the emergency management of the airport is systematically decomposed and combed, and then based on the civil aviation regulations and literature, the case of airport emergency rescue and expert investigation. Combined with the opinions of airport actual and front-line staff, 35 indexes were screened out, and the importance of 35 indicators was ranked by questionnaire survey and entropy weight method, and 27 main indexes were selected. The evaluation index system of civil transportation airport emergency management capability is constructed, including 6 indexes in criterion layer and 27 indexes in factor layer. Then, the analytic hierarchy process is used to determine the index weight. Considering that many evaluation indexes of airport emergency management capability are difficult to quantify, detailed evaluation criteria are formulated according to civil aviation regulations, standards and literature. Furthermore, the matter-element extension evaluation model of airport emergency management capability is constructed with matter-element extension method. Finally, taking Zhengzhou Airport as an example, the emergency management ability of Zhengzhou Airport is evaluated, and the result shows that its grade is good. The further analysis shows that the emergency disposal and recovery summing capacity of Zhengzhou Airport need to be strengthened. According to the evaluation results, some suggestions for improving the emergency management capacity of Zhengzhou Airport are put forward in detail. The empirical analysis shows that the evaluation model of airport emergency management capability has good practicability and is an effective method to evaluate airport emergency management ability and can provide support for civil aviation bureau to evaluate airport emergency management capability.
