【摘要】：近年來(lái),我國(guó)經(jīng)濟(jì)發(fā)達(dá)地區(qū)涌現(xiàn)了不少人口、經(jīng)濟(jì)和建成區(qū)都達(dá)到相當(dāng)規(guī)模的特大鎮(zhèn),在社會(huì)經(jīng)濟(jì)發(fā)展和城鎮(zhèn)化進(jìn)程中發(fā)揮了重要作用。許多特大鎮(zhèn)雖然達(dá)到了中等或者大城市的規(guī)模,但其級(jí)別低、權(quán)力小、負(fù)擔(dān)重的層級(jí)和架構(gòu)一直影響著其的可持續(xù)發(fā)展。文章首先分析了特大鎮(zhèn)的重要性、優(yōu)勢(shì)及存在的問(wèn)題,并討論撤鎮(zhèn)設(shè)街、并鎮(zhèn)設(shè)區(qū)、撤并鎮(zhèn)、強(qiáng)鎮(zhèn)擴(kuò)權(quán)和撤鎮(zhèn)設(shè)市等五種特大鎮(zhèn)的行政區(qū)劃體制改革模式的利弊,提出各地應(yīng)結(jié)合自身實(shí)際情況,在廣納民意的基礎(chǔ)上,適時(shí)審慎地推進(jìn)行政區(qū)劃體制改革工作。而加強(qiáng)"頂層設(shè)計(jì)",明確全國(guó)行政區(qū)劃體制改革的方向、思路和行動(dòng)計(jì)劃,建立健全相關(guān)法律法規(guī),加強(qiáng)相關(guān)領(lǐng)域的體制改革,是做好特大鎮(zhèn)行政區(qū)劃體制改革的重要前提和根本保障。
[Abstract]:In recent years, a lot of population has emerged in the developed areas of our country, and the economy and the built-up areas have reached a fairly large town, which has played an important role in the development of social economy and the process of urbanization. Although many mega-towns reach the size of medium or large cities, their low level, small power, heavy burden hierarchy and structure have always affected their sustainable development. This paper first analyzes the importance, advantages and existing problems of the large town, and discusses the advantages and disadvantages of the reform mode of the administrative division system of the five large towns, such as setting up streets, setting up districts, merging the towns, strengthening the power expansion of the towns and setting up the cities of the towns, etc. It is pointed out that the reform of the administrative division system should be carried out in a timely and prudent manner on the basis of broad acceptance of public opinion and in the light of their own actual conditions. To strengthen the "top-level design", to clarify the direction, train of thought and action plan for the reform of the national administrative division system, to establish and improve relevant laws and regulations, and to strengthen the institutional reform in related fields. It is the important premise and fundamental guarantee of the reform of administrative division system of super-large town.
