【摘要】：新媒體是新的技術(shù)支撐體系下出現(xiàn)的媒體形態(tài),相對于報刊、戶外、廣播、電視四大傳統(tǒng)意義上的媒體,新媒體被形象地稱為“第五媒體”。在新聞傳播中,互聯(lián)網(wǎng)、手機等新媒體發(fā)揮的作用越來越大,其影響范圍和作用遠遠超過傳統(tǒng)媒體。對政府而言,在新媒體網(wǎng)絡(luò)環(huán)境中的信息傳遞和輿論引導(dǎo)也將大不一樣,尤其對廣大縣級基層政府來說這也是一個新問題。新媒體技術(shù)的普及發(fā)展,讓各種思想、觀點和信息的傳播迅速而廣泛,然而數(shù)量眾多的新聞和真假難辨的言論讓人們無法有效辨別真假虛實,這種環(huán)境中往往容易滋生虛假、惡意炒作、針對政府部門的負面新聞,甚至產(chǎn)生有損國家統(tǒng)一、穩(wěn)定和安全的極端思想,這些思想、消息和言論的發(fā)生不僅給政府部門執(zhí)政執(zhí)法帶來不良影響,而且也會對社會穩(wěn)定、國家安全造成威脅。因此如何在新媒體環(huán)境下進行有效的輿論引導(dǎo)成為我國地方政府急需面對的問題,然而很多地方政府對新媒體缺乏認識,網(wǎng)絡(luò)治理觀念落后,甚至缺失,在處置應(yīng)對網(wǎng)絡(luò)事件的方式上簡單粗暴,不能正視問題,不敢擔(dān)當(dāng)責(zé)任,往往因為處理不當(dāng)而造成事態(tài)擴大化,使政府部門處在輿論的風(fēng)口浪尖中,成為指責(zé)的焦點。本文主要以我國縣級基層政府為研究主體,對縣級基層政府如何進行新媒體下的網(wǎng)絡(luò)輿論引導(dǎo),怎么提升和改進輿論引導(dǎo)能力進行探討,通過從強化領(lǐng)導(dǎo)認識、健全法規(guī)制度、加強監(jiān)督管理、合理設(shè)置議程和完善技術(shù)保障等方面研究,制定出一套適用于縣級政府的應(yīng)對措施。
[Abstract]:The new media is the media form which appears under the new technical support system. Compared with the media in the traditional sense of newspaper, outdoor, radio and television, the new media is vividly called "the fifth media". In news communication, new media such as Internet, mobile phone play a more and more important role. To the government, the information transmission and the public opinion guidance in the new media network environment will also be very different, especially to the county level basic level government this also is a new question. The popularity and development of new media technology has made the spread of ideas, views and information rapid and widespread. However, a large number of news and indistinguishable statements make it impossible for people to effectively distinguish between true and false, and this kind of environment tends to breed falsehood. Malicious hype, negative news against government departments, and even extreme ideas that undermine the unity, stability and security of the country. The occurrence of these ideas, news and remarks not only has a negative impact on the government administration and law enforcement, It also poses a threat to social stability and national security. Therefore, how to conduct effective public opinion guidance in the new media environment has become an urgent problem for our local governments. However, many local governments lack understanding of the new media, and the concept of network governance is backward or even lacking. The way to deal with network events is simple and rude, can not face up to the problem, dare not bear the responsibility, often due to improper handling of the situation caused by the expansion of the situation, so that government departments in the forefront of public opinion, become the focus of criticism. This article mainly takes the county level basic level government as the research main body, discusses how the county basic level government carries on the network public opinion guidance under the new media, how to promote and improve the public opinion guidance ability, through strengthens the leadership understanding, consummates the laws and regulations system, Strengthen the supervision and management, set the agenda reasonably and perfect the technical guarantee, and formulate a set of countermeasures suitable for county government.
