【摘要】：居民最低生活保障制度的實(shí)施為河北省社會保障制度的完善提供了最后的一張保護(hù)網(wǎng),河北省城鎮(zhèn)和農(nóng)村最低生活保障制度的實(shí)施為維護(hù)和保障貧困居民的基本生活權(quán)利,推動河北省的經(jīng)濟(jì)進(jìn)步,促進(jìn)社會穩(wěn)定、和諧發(fā)揮了重要作用。但是,伴隨最低生活保障制度改革和完善的進(jìn)一步深化,城鄉(xiāng)“二元”制度的不合理性更加顯現(xiàn)出來,人民大眾對最低生活保障制度的公平性要求越來越迫切。河北省城鄉(xiāng)最低生活保障制度統(tǒng)籌發(fā)展研究,在完善社會保障的基礎(chǔ)理論、緩和社會矛盾、完成河北省社會保障制度建設(shè)的道路中發(fā)揮著重要作用。本文立足于河北省的具體情況,對河北省城鎮(zhèn)和農(nóng)村最低生活保障制度發(fā)展的現(xiàn)狀和問題進(jìn)行了探究。在城鄉(xiāng)二元的經(jīng)濟(jì)和社會結(jié)構(gòu)狀況下,城鄉(xiāng)低保制度在基本制度、保障標(biāo)準(zhǔn)和覆蓋率等幾個方面存在差異。農(nóng)村最低生活保障制度建設(shè)的水平與城市有很大的差距,這就使最低生活保障制度在公平性方面大打折扣,而且也阻礙了城鄉(xiāng)最低生活保障制度的統(tǒng)籌發(fā)展。最近這些年年來河北省的經(jīng)濟(jì)不斷快速增長,經(jīng)濟(jì)的總規(guī)模也不斷加大、經(jīng)濟(jì)發(fā)展的方式也快速轉(zhuǎn)變,建立社會主義和諧社會的政治藍(lán)圖尤其是“以人為本”政治的觀點(diǎn)得到一致認(rèn)可,城市和農(nóng)村最低生活保障制度不斷得到改善,為城鄉(xiāng)最低生活保障制度的統(tǒng)籌發(fā)展提供了經(jīng)濟(jì)、政治和社會條件。由于當(dāng)前河北省城鎮(zhèn)和農(nóng)村的經(jīng)濟(jì)水平很不均衡,對最低生活保障的要求也不盡相同,暫時還達(dá)不到為全省的城鄉(xiāng)居民給予同一水平的最低生活保障。可在統(tǒng)籌城城鎮(zhèn)和農(nóng)村鄉(xiāng)最低生活保障的立法、統(tǒng)一城鎮(zhèn)和農(nóng)村最低生活保障標(biāo)準(zhǔn)的動態(tài)調(diào)整機(jī)制、整合城鎮(zhèn)和農(nóng)村最低生活保障制度管理體制和運(yùn)行機(jī)制、構(gòu)建城鄉(xiāng)低保制度的內(nèi)部銜接機(jī)制等方面運(yùn)用具體手段推動城鄉(xiāng)最低生活保障制度的統(tǒng)籌發(fā)展。
[Abstract]:The implementation of the minimum living security system of the residents provides a final protection network for the improvement of the social security system in Hebei Province. The implementation of the minimum living security system in cities and towns in Hebei Province and in the countryside is to safeguard and guarantee the basic living rights of the poor residents. Promote the economic progress of Hebei Province, promote social stability, harmony has played an important role. However, with the further deepening of the reform and perfection of the minimum living security system, the irrationality of the "dual" system in urban and rural areas is becoming more and more obvious, and the public demands for the fairness of the minimum living security system become more and more urgent. The study on the overall development of urban and rural minimum living security system in Hebei Province plays an important role in perfecting the basic theory of social security, easing social contradictions and completing the construction of social security system in Hebei Province. Based on the concrete situation of Hebei Province, this paper probes into the present situation and problems of the development of the minimum living security system in towns and villages of Hebei Province. Under the dual economic and social structure of urban and rural areas, there are differences in basic system, guarantee standard and coverage rate between urban and rural areas. There is a big gap between the construction level of the rural minimum living security system and that of the city, which greatly reduces the fairness of the minimum living security system, and also hinders the overall development of the urban and rural minimum living security system. In recent years, the economy of Hebei Province has been growing rapidly, the total scale of the economy has also been continuously increased, and the way of economic development has also changed rapidly. The political blueprint for building a harmonious socialist society, especially the view of "people-oriented" politics, has been unanimously recognized, and the minimum living security system in urban and rural areas has been continuously improved. It provides economic, political and social conditions for the overall development of the urban and rural minimum living security system. At present, the economic level of cities and villages in Hebei Province is very uneven, and the requirements for the minimum living security are not the same, so it is not possible to provide the same level of minimum living security for the urban and rural residents in the province for the time being. It is possible to coordinate the legislation on minimum living security in urban and rural areas, to unify the dynamic adjustment mechanism of minimum living security standards in towns and rural areas, and to integrate the management system and operational mechanism of the minimum living security system between towns and rural areas. To construct the internal connection mechanism of urban and rural minimum living security system and so on, to promote the overall development of urban and rural minimum living security system by concrete means.
