粵北某鎮(zhèn)基層公務(wù)員晉升影響因素的實(shí)證研究

【摘要】:基層公務(wù)員是我國(guó)公務(wù)員隊(duì)伍的大多數(shù),晉升是基層公務(wù)員隊(duì)伍最重要的激勵(lì)因素。目前國(guó)內(nèi)關(guān)于公務(wù)員晉升的研究主要集中在縣處級(jí)以上干部,但作為最廣大群體的基層公務(wù)員的晉升情況卻鮮有問(wèn)津。本文通過(guò)對(duì)粵北某鎮(zhèn)(西壩鎮(zhèn))近五年公務(wù)員晉升的案例研究,對(duì)影響基層公務(wù)員晉升的學(xué)歷、年齡、工作能力、社交能力、績(jī)效考核成績(jī)、“關(guān)系”等因素進(jìn)行了分析,并以親身體驗(yàn)、不回避敏感問(wèn)題的態(tài)度,對(duì)西壩鎮(zhèn)獲得晉升的公務(wù)員受“關(guān)系”影響的情況進(jìn)行了深入的分析,呈現(xiàn)“關(guān)系”這一因素在影響基層公務(wù)員晉升中的重要影響。在此基礎(chǔ)上,對(duì)影響我國(guó)基層公務(wù)員晉升的深層原因作了初步歸納,并提出將“績(jī)效考核”作為基層公務(wù)員晉升唯一重要因素,以競(jìng)爭(zhēng)上崗、公開(kāi)選拔為主要晉升方式的優(yōu)化方案,以推進(jìn)基層公務(wù)員晉升機(jī)制更加公平、公正、公開(kāi)。
[Abstract]:Grass-roots civil servants are the majority of civil servants in our country, and promotion is the most important incentive factor. At present, the research on the promotion of civil servants in China is mainly focused on the cadres at the county level and above, but as the largest group of grass-roots civil servants, there is little interest in the promotion of civil servants. Based on the case study of the promotion of civil servants in a town (Xiba Town) in northern Guangdong in the past five years, this paper analyzes the factors affecting the promotion of grass-roots civil servants, such as education, age, working ability, social ability, performance appraisal results, "relationship" and so on. Based on personal experience and the attitude of not evading sensitive issues, this paper makes an in-depth analysis of the influence of "relationship" on the promotion of civil servants in Xiba Town, and presents the important influence of the "relationship" factor on the promotion of grass-roots civil servants. On this basis, the paper makes a preliminary summary of the deep reasons that affect the promotion of grass-roots civil servants in our country, and puts forward that "performance appraisal" is the only important factor in the promotion of grass-roots civil servants, and the only important factor for the promotion of grass-roots civil servants is to compete for the post. Open selection as the main promotion of the optimization scheme to promote the promotion mechanism of grass-roots civil servants more fair, fair and open.
