天津“一站式”通關(guān)服務(wù)中心發(fā)展現(xiàn)狀與對(duì)策研究

【摘要】:中國行政體制改革隨著三十多年的改革開放進(jìn)程在不斷深化。“一站式”行政服務(wù)中心在這個(gè)過程中從借鑒經(jīng)驗(yàn)到建立再到普及,成為了我國行政體制改革的一個(gè)里程碑事件。自1999年第一個(gè)“一站式”行政服務(wù)中心在中國誕生以來,“一站式”服務(wù)在行政審批制度改革、提升政府服務(wù)質(zhì)量和水平方面取得了許多成績。“一站式”行政服務(wù)中心的建立符合建設(shè)服務(wù)型政府的需要,它今后的改革和發(fā)展更關(guān)系著中國行政體制改革的繼續(xù)深化與推進(jìn)。天津國際貿(mào)易與航運(yùn)服務(wù)中心作為口岸通關(guān)服務(wù)領(lǐng)域的一種特殊的“一站式”行政審批服務(wù)中心,在天津海港口岸的開發(fā)開放和大口岸通關(guān)服務(wù)體系的建設(shè)中發(fā)揮著重要作用。本論文通過對(duì)天津國際貿(mào)易與航運(yùn)服務(wù)中心運(yùn)行過程中逐漸暴露出的問題進(jìn)行細(xì)致的梳理和研究,希望著力找到這些阻礙航運(yùn)服務(wù)中心持續(xù)健康發(fā)展問題的原因,并給出解決對(duì)策,為今后航運(yùn)服務(wù)中心的創(chuàng)新發(fā)展和轉(zhuǎn)型升級(jí)提供決策參考。本論文由五個(gè)部分組成。緒論部分介紹了本文的選題背景、研究的理論意義和現(xiàn)實(shí)意義、國內(nèi)外的研究綜述、本文的研究方法、研究內(nèi)容、研究創(chuàng)新點(diǎn)和不足等方面內(nèi)容。第二部分圍繞新公共服務(wù)理論以及服務(wù)型政府理論兩個(gè)理論基礎(chǔ)展開,介紹了我國“一站式”行政服務(wù)中心串聯(lián)和并聯(lián)兩種邏輯模式,論述了我國“一站式”行政服務(wù)中心的發(fā)展歷程。第三部分介紹了天津國際貿(mào)易與航運(yùn)服務(wù)中心的設(shè)立背景和實(shí)現(xiàn)的主要功能,即政府服務(wù)功能、國際貿(mào)易和市場運(yùn)營功能、社會(huì)監(jiān)督功能、信息集散功能和人才交流功能。第四部分論述了天津國際貿(mào)易與航運(yùn)服務(wù)中心在提供“一站式”通關(guān)服務(wù)過程中逐漸暴露出的問題及造成這些問題的原因,主要包括:法律定位不夠準(zhǔn)確,雙重管理情況突出導(dǎo)致職能難以行使,運(yùn)行機(jī)制不完善和“網(wǎng)絡(luò)一站式”服務(wù)及海關(guān)區(qū)域通關(guān)一體化造成的審批業(yè)務(wù)量萎縮嚴(yán)重。第五部分重點(diǎn)針對(duì)問題提出發(fā)展對(duì)策,即明確法律定位和職能范圍、完善航運(yùn)服務(wù)中心運(yùn)行機(jī)制、完善和拓展服務(wù)功能應(yīng)對(duì)業(yè)務(wù)量萎縮。
[Abstract]:The reform of China's administrative system is deepening with more than 30 years of reform and opening up. In this process, "one-stop" administrative service center has become a milestone event in the reform of administrative system in our country, from learning experience to establishing and popularizing. Since the birth of the first "one-stop" administrative service center in China in 1999, the "one-stop" service has made many achievements in the reform of the administrative examination and approval system and the improvement of the quality and level of government service. The establishment of "one-stop" administrative service center accords with the need of building service-oriented government, and its future reform and development is more related to the deepening and promotion of China's administrative system reform. As a special "one-stop" administrative examination and approval service center in the field of port customs service, Tianjin International Trade and Shipping Service Center plays an important role in the development and opening of Tianjin seaport and the construction of customs clearance service system at large ports. Through the detailed analysis and research on the problems gradually exposed in the operation of Tianjin International Trade and Shipping Service Center, this paper hopes to find out the reasons that hinder the sustainable and healthy development of the shipping service center. The countermeasures are given to provide decision-making reference for the innovation, development and transformation of shipping service center in the future. This thesis consists of five parts. The introduction part introduces the background of this paper, the theoretical and practical significance of the research, the domestic and foreign research review, the research methods, the research content, the research innovation point and the insufficiency and so on. The second part focuses on the theory of new public service and the theory of service-oriented government, and introduces two logical modes of "one-stop" administrative service center in series and parallel. This paper discusses the development course of one-stop administrative service center in China. The third part introduces the background of the establishment of Tianjin International Trade and Shipping Service Center and its main functions, including government service, international trade and market operation, social supervision, information collection and distribution and talent exchange. The fourth part discusses the problems gradually exposed by Tianjin International Trade and Shipping Service Center in the process of providing "one-stop" customs clearance service and the causes of these problems, including: the legal positioning is not accurate enough. The dual management makes it difficult to carry out the functions, the operation mechanism is not perfect, and the "network one-stop" service and the integration of customs regional clearance cause the serious shrinkage of the examination and approval business. The fifth part focuses on the development countermeasures, that is, clear legal position and functional scope, improve the operation mechanism of shipping service center, perfect and expand the service function to deal with the business volume atrophy.
