【摘要】：正推行政府向社會力量購買服務(wù),是創(chuàng)新公共服務(wù)提供方式、加快服務(wù)業(yè)發(fā)展、引導(dǎo)有效需求的重要途徑,對于深化社會領(lǐng)域改革,推動政府職能轉(zhuǎn)變,整合利用社會資源,增強公眾參與意識,激發(fā)經(jīng)濟社會活力,增加公共服務(wù)供給,提高公共服務(wù)水平和效率,都具有重要意義。社會組織的健康發(fā)展離不開政府購買服務(wù)的資金支持,推進政府職能轉(zhuǎn)變和購買社會力量服務(wù)同樣離不開社會組織的健康發(fā)展。如何形成推廣政府購買服務(wù)與社會組織健康發(fā)展良性
