【摘要】：當前,我國正處于城鎮(zhèn)化、工業(yè)化和信息化飛速發(fā)展的重要階段。城市數(shù)量的增加和大、中城市的擴大為政府管理帶來了越來越多的挑戰(zhàn)。近年來,大數(shù)據(jù)技術(shù)蓬勃發(fā)展,為經(jīng)濟社會發(fā)展的各個環(huán)節(jié)帶來新的機遇,傳統(tǒng)產(chǎn)業(yè)、傳統(tǒng)模式的轉(zhuǎn)型、變革都悄然發(fā)生。如何將大數(shù)據(jù)技術(shù)和思維運用到城市管理當中,破解城市管理困境,是我們當前面臨的重大課題。本文首先對大數(shù)據(jù)的發(fā)展、我國城市管理模式以及世界部分國家大數(shù)據(jù)的發(fā)展應用等進行了解讀,從我國城市設(shè)置、歷史沿革等源頭出發(fā)分析了我國城市管理模式存在的問題,以及在大數(shù)據(jù)背景下所面臨的電子政務發(fā)展、智慧城市試點等機遇和數(shù)據(jù)開放共享困難、數(shù)據(jù)質(zhì)量低下、數(shù)據(jù)安全及隱私保護等挑戰(zhàn),在借鑒國外先進做法的基礎(chǔ)上,論文指出應從健全法律、制度角度首先保障大數(shù)據(jù)方式的工作推廣和隱私安全保護,充分收集大數(shù)據(jù)信息、標準化管理建立起可用的城市基礎(chǔ)大數(shù)據(jù)平臺,論文從創(chuàng)新城市管理決策、日常管理、應急響應等角度初步闡述了大數(shù)據(jù)背景下我國城市管理模式創(chuàng)新的方向,并從打造服務型政府角度出發(fā)提出了政府提供“一站式”服務的可行辦法。
[Abstract]:At present, China is in an important stage of rapid development of urbanization, industrialization and informationization. The increase of the number of cities and the expansion of medium-sized cities have brought more and more challenges to government management. How to apply big data technology and thinking to urban management and solve the dilemma of urban management is an important issue we are facing at present. Firstly, this paper interprets the development of big data, the mode of urban management in China and the development and application of big data in some countries in the world. Starting from the origin of history, this paper analyzes the problems existing in the urban management mode of our country, as well as the opportunities and challenges faced by the development of e-government under the background of large data, the pilot project of smart cities and the difficulties of data opening and sharing, the low quality of data, the data security and privacy protection. On the basis of drawing on the advanced practices of foreign countries, the paper points out that the government should take measures to solve these problems. From the angle of perfecting the law and system, this paper first guarantees the work popularization and privacy protection of the big data mode, fully collects the big data information, standardizes the management and establishes the available big data platform of the city foundation. From the point of view of creating service-oriented government, this paper puts forward the feasible way for the government to provide "one-stop" service.
