【摘要】：政府職能的變遷與轉(zhuǎn)型源于政府與市場(chǎng)、社會(huì)的關(guān)系變化及其對(duì)政府實(shí)現(xiàn)更高效治理提出的要求。當(dāng)前趨于壓力型管理體制和政治錦標(biāo)賽發(fā)展模式下的地方政府,其履行生態(tài)職能的具體行動(dòng)總是陷入"生態(tài)優(yōu)先"或"經(jīng)濟(jì)優(yōu)先"的兩難選擇。應(yīng)通過培塑正確價(jià)值觀、轉(zhuǎn)變治理模式、健全生態(tài)制度體系等一系列舉措來不斷增強(qiáng)地方政府的生態(tài)履職動(dòng)力和能力。
[Abstract]:The change and transformation of government function originates from the change of the relationship between government and market, and the change of society and the demand for more efficient governance of government. At present, the local government under the development mode of pressure-type management system and political championship always falls into the dilemma of "ecological priority" or "economic priority". A series of measures, such as cultivating correct values, changing governance model and perfecting ecological system, should be taken to continuously strengthen the local government's ecological performance power and ability.
