【摘要】：建立健全完善的公共咨詢決策機(jī)制已經(jīng)成為了西方民主政治文明不可或缺的重要組成部分,幫助西方國家做出了很多切實(shí)可行的政府決策,既推動了國家的民主化進(jìn)程,也讓國家的決策更加科學(xué)合理,促進(jìn)了國家各個方面的健康穩(wěn)定發(fā)展。我國作為一個人民民主專政的社會主義國家,加強(qiáng)政府決策咨詢機(jī)制的建設(shè)是我國民主化發(fā)展的助推器。首先,因?yàn)橥晟频恼疀Q策咨詢機(jī)制不僅可以讓廣大人民百姓參與到政府決策中,體現(xiàn)我國人民當(dāng)家作主的權(quán)利,還能夠集中大家的智慧,使政府制定的相關(guān)決策更加科學(xué)、合理、可行；其次,我國目前除了要建設(shè)物質(zhì)文明之外,更要重視精神文明和政治文明的建設(shè),而建立健全政府決策咨詢機(jī)制來實(shí)現(xiàn)我國決策的科學(xué)化和民主化則是推進(jìn)我國政治文明建設(shè)的重要手段之一。目前我國的政府決策咨詢機(jī)制中仍舊存在各種問題,急需不斷的完善,這正是本研究的出發(fā)點(diǎn)。首先,我們會對機(jī)制、政府決策咨詢機(jī)制等概念進(jìn)行簡單的介紹,然后對我國政府決策咨詢機(jī)制的發(fā)展歷程進(jìn)行一個簡單的梳理,在對我國政府咨詢機(jī)制建設(shè)現(xiàn)狀進(jìn)行大致了解的基礎(chǔ)之上,闡述其必要性與緊迫性。之后對國外發(fā)達(dá)國家的政府決策咨詢機(jī)制的發(fā)展?fàn)顩r進(jìn)行一個大致的介紹,分析其特點(diǎn)、總結(jié)其經(jīng)驗(yàn),為我國政府決策咨詢機(jī)制的建設(shè)提供必要的借鑒,最后,在借鑒基礎(chǔ)之上,完善我國政府決策咨詢機(jī)制的措施和方法。
[Abstract]:Establishing a sound and sound public consultation and decision-making mechanism has become an indispensable part of Western democratic political civilization. It has helped Western countries to make many practical government decisions. It has not only promoted the process of democratization of the country, but also made the decision-making of the country more scientific and reasonable, and promoted the health and stability of all aspects of the country. As a socialist country under the people's democratic dictatorship, strengthening the construction of government decision-making consultation mechanism is a booster to the development of democratization in China. Firstly, because the perfect government decision-making consultation mechanism can not only let the broad masses of people participate in government decision-making, but also embody the people's right to be the masters of their own country. Secondly, besides building material civilization, China should attach more importance to the construction of spiritual civilization and political civilization, and the establishment and improvement of government decision-making consultation mechanism to realize the scientization and democratization of China's decision-making is to promote the construction of political civilization in China. At present, there are still many problems in the government decision-making consultation mechanism in China, which need to be perfected constantly. This is the starting point of this study. First, we will introduce the concepts of the mechanism, the government decision-making consultation mechanism and so on, and then make a simple introduction to the development process of the government decision-making consultation mechanism in China. On the basis of a general understanding of the current situation of the construction of the government's consultation mechanism, this paper expounds its necessity and urgency. Then it gives a general introduction to the development of the government's decision-making consultation mechanism in the developed countries abroad, analyzes its characteristics, summarizes its experience, and provides necessary information for the construction of the government's decision-making consultation mechanism in China. Finally, on the basis of reference, we should improve the measures and methods of our government's decision-making consultation mechanism.
