【摘要】：黨的十六屆六中全會(huì)明確提出要建設(shè)服務(wù)型政府,通過更加高水平的公共服務(wù)以及社會(huì)管理,來滿足人民日益增長(zhǎng)的物質(zhì)文化需要。滿城縣推行的為民服務(wù)全程代理機(jī)制是建設(shè)服務(wù)型政府的具體體現(xiàn),符合中央要求,符合群眾意愿,為適應(yīng)當(dāng)前形勢(shì)、滿足農(nóng)村經(jīng)濟(jì)社會(huì)的發(fā)展作出了巨大的貢獻(xiàn),能夠?yàn)槿罕娞峁└痈咚降墓卜⻊?wù)。通過對(duì)縣級(jí)政府職能轉(zhuǎn)變進(jìn)行分析,一方面可以進(jìn)一步穩(wěn)定地方政權(quán),另一方面也可以讓縣級(jí)地域管理更加具有科學(xué)性。本文以河北省滿城縣為切入點(diǎn),通過為民服務(wù)代理和政府職能轉(zhuǎn)變的理論性分析,界定了政府職能、為民服務(wù)代理的概念,介紹了為民服務(wù)代理機(jī)制下滿城縣政府職能轉(zhuǎn)變的主要內(nèi)容,并且對(duì)滿城縣為民代理和職能轉(zhuǎn)變進(jìn)行了的現(xiàn)狀分析。滿城縣通過實(shí)行為民服務(wù)代理制度,政府辦事效率得以提高,群眾難題得到解決,改進(jìn)了服務(wù)水平,轉(zhuǎn)變了政府職能,工作作風(fēng)得到轉(zhuǎn)變,干群關(guān)系更加密切。然而仍存在諸多不足,如:政府的財(cái)力有限,缺乏行之有效的工作手段,公務(wù)員素質(zhì)有待提高等。最后,文章提出了基于為民服務(wù)的滿城縣職能轉(zhuǎn)變的對(duì)策,第一要不斷完善為民服務(wù)代理機(jī)制,第二要明確政府的定位,第三要完善相關(guān)的體制與制度,切實(shí)由管制型政府轉(zhuǎn)變?yōu)榉⻊?wù)型政府,適應(yīng)全面改革和發(fā)展的需要。
[Abstract]:The sixth Plenary session of the 16th CPC Central Committee clearly proposed to build a service-oriented government, through a higher level of public services and social management, to meet the increasing material and cultural needs of the people. The agency mechanism of serving the people in Mancheng County is a concrete embodiment of the construction of a service-oriented government. It conforms to the requirements of the central government, meets the wishes of the masses, and makes great contributions to the current situation and to the development of rural economy and society. Be able to provide a higher level of public services to the masses. Through the analysis of the transformation of county government functions, on the one hand, it can further stabilize the local political power, on the other hand, it can also make the county-level regional management more scientific. Taking Mancheng County in Hebei Province as the starting point, this paper defines the concept of government function and civil service agency through theoretical analysis of the transformation of government functions and government functions. This paper introduces the main contents of the transformation of government functions in Mancheng County under the mechanism of serving the people, and analyzes the present situation of the transformation of government functions for the people in Mancheng County. Through the implementation of the agency system for the people, the efficiency of government affairs is improved, the problems of the masses are solved, the service level is improved, the government functions are changed, the work style is changed, and the relationship between the cadres and the masses is closer. However, there are still many shortcomings, such as the limited financial resources of the government, the lack of effective means of work, the quality of civil servants need to be improved. Finally, the article puts forward the countermeasures of the function transformation of Mancheng County based on serving the people. First, we should constantly improve the agency mechanism of serving the people; secondly, we should make clear the position of the government; thirdly, we should perfect the relevant system and system. To change from a regulatory government to a service-oriented government to meet the needs of overall reform and development.
