【摘要】：在農(nóng)村社會(huì)主體缺位、村民組織化低下的條件下,鄉(xiāng)鎮(zhèn)政權(quán)在項(xiàng)目實(shí)施中往往會(huì)形成選擇性治理的行動(dòng)偏好,而鄉(xiāng)村治理精英契合了這種偏好。通過(guò)構(gòu)建鄉(xiāng)鎮(zhèn)政權(quán)、治理精英、村民三者間的行動(dòng)邏輯的理論框架,可以發(fā)現(xiàn)精準(zhǔn)扶貧中鄉(xiāng)鎮(zhèn)政權(quán)采取選擇性的治理行動(dòng)是源于以下幾點(diǎn):其一,村民主體缺位制約了鄉(xiāng)村的扶貧項(xiàng)目承接能力,使得鄉(xiāng)鎮(zhèn)政權(quán)傾向于項(xiàng)目承接能力強(qiáng)的村莊;其二,在自上而下嚴(yán)格的績(jī)效考核和控制下,鄉(xiāng)鎮(zhèn)政權(quán)為了完成考核任務(wù)無(wú)奈追求"短期效應(yīng)",將資源投向短期能夠產(chǎn)生效益的村莊;其三,在村民主體缺位、村莊組織化低下的境遇下,鄉(xiāng)村治理精英參與鄉(xiāng)村扶貧契合了鄉(xiāng)鎮(zhèn)政權(quán)追求政績(jī)的偏好,成為鄉(xiāng)鎮(zhèn)政權(quán)確定扶貧項(xiàng)目流向的重要影響因素。最后,由于精英治理存在"精英俘獲""不穩(wěn)定性"等問(wèn)題,鄉(xiāng)鎮(zhèn)政權(quán)在精準(zhǔn)扶貧中應(yīng)該積極轉(zhuǎn)變過(guò)度依賴精英扶貧的理念,向培育社會(huì)組織、多元化扶貧主體轉(zhuǎn)變。
[Abstract]:Under the condition of the absence of the main body of the rural society and the low organization of the villagers, the township government often forms a preference for selective governance in the implementation of the project, and the rural governance elite fits this preference. By constructing the theoretical framework of the logic of action among the township regime, the governing elite and the villagers, we can find that the selective governance actions taken by the township government in the precision poverty alleviation are derived from the following points: first, The absence of villagers' main body restricts the ability of rural poverty alleviation project undertaking, which makes the township government tend to the village with strong project undertaking ability; secondly, under the strict performance appraisal and control from top to bottom, In order to complete the assessment task, the township government has no choice but to pursue the "short-term effect" and devote its resources to villages that can produce short-term benefits. Thirdly, in the absence of the main body of the villagers and the low organization of the villages, the township government has no choice but to pursue the "short-term effect". The participation of village governance elites in rural poverty alleviation accords with the preference of the township government in pursuing political achievements and becomes an important influencing factor for the township government to determine the flow of poverty alleviation projects. Finally, because of the problems of "elite capture" and "instability" in elite governance, the township government should actively change the concept of relying on elite poverty alleviation to cultivate social organization and diversify the main body of poverty alleviation.
