基于企業(yè)視角的地方政府公共服務(wù)滿意度提升研究

【摘要】:鑒于小微企業(yè)對于解決地方就業(yè)問題和為政府財政創(chuàng)收的優(yōu)勢,小微企業(yè)的發(fā)展受到了世界各國政府的重視。小微企業(yè)的發(fā)展除了要依靠自身的奮斗之外,還需要政府加大扶持幫助力度。而政府職能管理部門對于小微企業(yè)的行政管理行為則是政府經(jīng)濟(jì)管理職能的重要體現(xiàn),在新的市場經(jīng)濟(jì)發(fā)展背景下,政府應(yīng)當(dāng)根據(jù)經(jīng)濟(jì)發(fā)展規(guī)律和小微企業(yè)經(jīng)營特點(diǎn),不斷轉(zhuǎn)變政府職能機(jī)構(gòu)的服務(wù)理念,改變之前的官僚作風(fēng),在政策落實(shí)中不斷探索有助于小微企業(yè)發(fā)展的服務(wù)模式,而公共服務(wù)滿意度是衡量小微企業(yè)對于政府服務(wù)水平的重要指標(biāo),因此,提升政府公共服務(wù)的滿意度就成為促進(jìn)小微企業(yè)發(fā)展的重點(diǎn)。本文首先建立了滿意度評價模型,采用調(diào)查問卷的方式進(jìn)行原始數(shù)據(jù)的收集,根據(jù)課題研究的需求,針對小微企業(yè)設(shè)計了滿意度調(diào)查表,具體評價內(nèi)容涵蓋了對創(chuàng)新扶持、稅收優(yōu)惠、融資擔(dān)保、人才引進(jìn)、農(nóng)民工扶持、信息中介等方面的評價,將問卷的樣本數(shù)量設(shè)置為700。為了使最終評價的效果更可靠,更具說服力,采用分級抽樣的方式確定被調(diào)查企業(yè)的范圍,從省到市到縣逐級開展。對于抽樣數(shù)據(jù)的選取,應(yīng)當(dāng)進(jìn)行可信度和有效性分析,篩查出問題數(shù)據(jù)進(jìn)行剔除,基于頻數(shù)分析的方法分析小微企業(yè)對于政府公共服務(wù)的滿意程度。其次,本文針對目前LL市小微企業(yè)對于政府公共服務(wù)的滿意度現(xiàn)狀進(jìn)行了闡述,指出政府工作存在的問題,并就這些問題產(chǎn)生的深層次原因,從管理體制、政策體系、服務(wù)政策和服務(wù)監(jiān)管等四個方面進(jìn)行了分解和剖析。再次,根據(jù)目前存在的問題針對性的提出提升的改進(jìn)建議,認(rèn)為應(yīng)從增強(qiáng)服務(wù)發(fā)展意識、完善政策法規(guī)、理順管理體制、健全社會化服務(wù)體系和建立服務(wù)監(jiān)督機(jī)制等五個方面提升政府公共服務(wù)滿意度。
[Abstract]:In view of the advantages of small and micro enterprises in solving the problem of local employment and generating revenue for the government, the development of small and micro enterprises has been attached great importance to by governments all over the world. The development of small-and-micro-enterprises not only depends on their own struggle, but also needs more support and help from the government. The administrative behavior of government function management department for small and micro enterprises is an important embodiment of government economic management function. Under the background of the development of new market economy, the government should according to the law of economic development and the management characteristics of small and micro enterprises. Constantly changing the service concept of the government's functional institutions, changing the bureaucracy before, and constantly exploring the service models that will help the development of small and micro enterprises in the implementation of policies. The satisfaction degree of public service is an important index to measure the level of government service of small and micro enterprises. Therefore, improving the satisfaction degree of government public service becomes the key point to promote the development of small and micro enterprises. In this paper, the satisfaction evaluation model is established, and the original data is collected by questionnaire. According to the demand of the research, the satisfaction questionnaire is designed for the small and micro enterprises, and the concrete evaluation content covers the innovation support. Tax preference, financing guarantee, talent introduction, migrant workers support, information intermediary and other aspects of the evaluation, set the sample number of questionnaires to 700. In order to make the final evaluation more reliable and persuasive, the scope of the investigated enterprises was determined by the method of hierarchical sampling, which was carried out step by step from province to city to county. For the selection of sampling data, we should analyze the reliability and validity, screen out the problem data and analyze the satisfaction degree of small and micro enterprises for the government public service based on the method of frequency analysis. Secondly, this paper expounds the present situation of the satisfaction of the small and micro enterprises of LL to the government public service, points out the problems existing in the government work, and points out the deep reasons for these problems, from the management system and the policy system. Service policy and service supervision are analyzed in four aspects. Thirdly, according to the existing problems, the author puts forward some suggestions to improve the service development, and thinks that we should strengthen the consciousness of service development, perfect the policies and regulations, and straighten out the management system. Improve the social service system and establish a service supervision mechanism to enhance government public service satisfaction.
