【摘要】：公共安全治理問題始終與人類社會相共生,隨著社會的發(fā)展,公共安全治理問題的重要性與復(fù)雜性日漸顯著。當(dāng)前,我國正處于發(fā)展機(jī)遇期和矛盾凸顯期并存的關(guān)鍵時刻,經(jīng)濟(jì)的快速增長、利益的日益分化和社會的急劇變遷,給農(nóng)村社會發(fā)展帶來一定影響。近年來,我國農(nóng)村地區(qū)的公共空間安全、網(wǎng)絡(luò)虛擬安全等非傳統(tǒng)安全問題凸顯,農(nóng)村公共安全問題日漸復(fù)雜,公共安全問題帶來的后果也愈來愈嚴(yán)重,直接影響了農(nóng)村生活秩序、社會治安乃至社會主義新農(nóng)村的建設(shè)。農(nóng)村公共安全問題不可等閑視之,研究農(nóng)村公共安全問題,對促進(jìn)農(nóng)村社會經(jīng)濟(jì)的發(fā)展,推進(jìn)美好鄉(xiāng)村建設(shè)有著重要的意義�，F(xiàn)階段我國農(nóng)村公共安全總體發(fā)展態(tài)勢良好,但自然災(zāi)害、公共衛(wèi)生、社會治安、公共空間與網(wǎng)絡(luò)虛擬安全隱患仍然存在,由此引發(fā)的安全事件呈上升趨勢。通過對當(dāng)前我國農(nóng)村公共安全所存在的問題分析,可以得出以下幾個方面的原因:預(yù)警排解機(jī)制不健全、安全信息系統(tǒng)不健全、政府主體責(zé)任缺失、農(nóng)村心理問題和教育問題。為治理農(nóng)村公共安全問題,應(yīng)在結(jié)合國外鄉(xiāng)村公共安全治理經(jīng)驗和國內(nèi)城市公共安全治理經(jīng)驗的基礎(chǔ)上,加強(qiáng)現(xiàn)代化技術(shù)手段在我國農(nóng)村公共安全系統(tǒng)化治理對策中的應(yīng)用。
[Abstract]:The problem of public safety governance has always been symbiotic with human society, and with the development of society, the importance and complexity of public safety governance are becoming more and more obvious. At present, our country is in the development opportunity period and the contradiction prominent period coexisting at the key moment, the rapid economic growth, the benefit day by day differentiation and the society rapid change, has brought the certain influence to the countryside social development. In recent years, the non-traditional security problems such as public space security, network virtual security and so on in rural areas of China have been highlighted. The problems of rural public security are becoming more and more complex, and the consequences of public security problems are becoming more and more serious. Directly affected the order of rural life, social security and even the construction of a new socialist countryside. The study of rural public safety is of great significance to promote the development of rural social economy and promote the construction of better rural areas. At present, the general development of rural public safety in China is good, but natural disasters, public health, social security, public space and network virtual security hidden dangers still exist, resulting in a rising trend of security events. Through the analysis of the problems existing in the rural public safety in our country at present, we can get the following reasons: the mechanism of early warning and dissolving is not perfect, the security information system is not perfect, the responsibility of the main body of the government is absent, the rural psychological problems and the problems of education. In order to solve the problems of rural public safety, we should strengthen the application of modern technical means in the systematic management of rural public safety on the basis of combining the experience of foreign rural public safety governance and domestic urban public safety governance.
