【摘要】：信息化是當今經濟社會發(fā)展的必然趨勢,也是推動服務型政府建設的重要力量。加快推行電子政務是黨中央、國務院根據(jù)當前世界發(fā)展趨勢和我國發(fā)展需要所做出的重大戰(zhàn)略決策,也是黨政機關提升履職能力、深化行政體制改革的有力支撐。山東省濟寧市作為一座擁有古老文化的資源型城市,面對當前經濟下行壓力,亟需轉方式、調結構進行產業(yè)升級,培育和發(fā)展市場前景廣闊、產業(yè)集聚效應明顯、具有智能化、專業(yè)化、差異化特征的信息產業(yè),特別是電子政務產業(yè),才能破解能源資源環(huán)境約束,在當前經濟發(fā)展新常態(tài)下推動形成綠色低碳、循環(huán)發(fā)展的新方式。本文通過對濟寧市電子政務建設情況進行概括和總結,利用文獻研究、實地走訪調查和案例分析等研究方法找出其電子政務開展過程中存在的信息孤島、政務微博、信息安全三個代表性問題進行詳細論述,探究以上問題存在的缺乏統(tǒng)一規(guī)劃、“一把手”現(xiàn)象和對新形勢下電子政務建設的不適應等共性原因以及本市在特殊政策執(zhí)行等方面所引起的差異性原因,并針對問題提出了解決方案。在國家層面,要進行頂層設計,健全法律法規(guī)并保障資金投入；在市級層面,要完善電子政務考核制度并建立專業(yè)的人才隊伍。希望通過本文的研究也對其他地級市電子政務建設起到參考作用。文章對電子政務的定義及大數(shù)據(jù)、云計算等相關概念用自身語言進行了闡述。針對當前地級市電子政務問題研究不足的現(xiàn)狀,盡可能搜集最新的數(shù)據(jù)和第一手資料,選取濟寧市實際發(fā)生的電子政務具體案例做了典型研究。對全市黨委和政府機關市直網站、政務系統(tǒng)、政務微博的數(shù)量、分布和應用等方面進行了較為全面的統(tǒng)計與評價,其中創(chuàng)新性地提出在濟寧市大力發(fā)展信息產業(yè)的同時,趁勢而上,打造濟寧市成為魯西南電子政務高地的思路與對策。同時結合當前濟寧市正在構建大數(shù)據(jù)與云計算平臺、布局物聯(lián)信息網絡、建設智慧城市和轉變招商引資方式等實際進展情況進行了論證說明,增強了文章的時效性、科學性和可操作性。
[Abstract]:Informatization is an inevitable trend of economic and social development and an important force to promote the construction of service-oriented government. Speeding up the implementation of e-government is a major strategic decision made by the State Council according to the current world development trend and the development needs of our country. It is also a powerful support for the Party and government organs to enhance their ability to carry out their duties and deepen the reform of the administrative system. Jining City of Shandong Province, as a resource-based city with ancient culture, is faced with the downward pressure of the current economy, so it is urgent to change its mode, adjust its structure to carry out industrial upgrading, foster and develop the market with broad prospects, obvious industrial agglomeration effect and intelligence. The specialized and differentiated information industry, especially the e-government industry, can break through the constraints of energy, resources and environment, and promote the formation of a new way of green, low-carbon and circular development under the new normal state of economic development. This paper summarizes and summarizes the construction of electronic government affairs in Jining city, and finds out the information isolated island, government affairs Weibo, which exists in the process of developing electronic government affairs, by using the methods of literature research, field visit investigation and case analysis, etc. The problem of "three represents" in information security is discussed in detail, and the lack of unified planning for the above problems is explored. The common reasons such as the phenomenon of "head leader" and the inadaptability to the construction of electronic government affairs under the new situation, as well as the differences caused by the implementation of special policies in this city, are discussed, and the solutions to the problems are put forward. At the national level, we should design the top level, perfect the laws and regulations and guarantee the investment of funds; at the municipal level, we should perfect the examination system of e-government affairs and establish a professional talent team. I hope that the study of this paper also plays a reference role in the construction of other prefectural-level e-government. This paper describes the definition of e-government and related concepts such as big data, cloud computing and so on. In view of the current situation of insufficient research on e-government problems in prefecture-level cities, the latest data and first-hand information are collected as far as possible, and the specific cases of e-government in Jining City are selected to do typical research. This paper makes a comprehensive statistic and evaluation of the number, distribution and application of municipal direct websites, government affairs systems, government Weibo and so on. Among them, it creatively proposes to vigorously develop the information industry in Jining at the same time. Take advantage of the situation and build Jining into the southwest of Shandong e-government highland ideas and countermeasures. At the same time, combined with the current Jining City is building big data and cloud computing platform, the layout of physical information network, the construction of intelligent city and change the way to attract investment and other actual progress of demonstration and explanation, enhance the timeliness of the article, Scientific and operational.
