【摘要】：當(dāng)前,以新生代農(nóng)民工為主的流動(dòng)人口大量聚居于長(zhǎng)三角、珠三角城郊,形成了不少"人口倒掛"的混居村。相對(duì)穩(wěn)定的租住關(guān)系重塑了農(nóng)村傳統(tǒng)意義上的"鄰里"和共同體邊界,也不斷凸顯混居村的治理困境。具體表現(xiàn)為,原有以村籍為基礎(chǔ)的成員資格獲取、村級(jí)組織方式和自治邏輯與混居后的村務(wù)治理范圍不相匹配。通過(guò)對(duì)浙江嘉善Y村村務(wù)協(xié)商議事會(huì)的微觀考察,發(fā)現(xiàn)Y村議事協(xié)商會(huì)與"以外管外"傳統(tǒng)理念不同,它通過(guò)"再組織"的方式建立議事協(xié)商平臺(tái),重構(gòu)了混居村的橫向關(guān)系,從而促進(jìn)新老成員融合和混居村的村級(jí)治理�；赮村案例啟示,為實(shí)現(xiàn)新組織平臺(tái)與村級(jí)權(quán)力結(jié)構(gòu)的銜接,還需進(jìn)一步打破經(jīng)社組織重疊架構(gòu),從重塑自治組織邊界的角度為外地人獲取成員資格、參與村務(wù)治理提供正式通道,真正實(shí)現(xiàn)混居村的治理轉(zhuǎn)型。
[Abstract]:At present, the new generation of migrant workers mainly living in the floating population in the Yangtze River Delta, the Pearl River Delta suburbs, formed a lot of "population upside down" mixed villages. The relatively stable rental relationship has reshaped the "neighborhood" and the community boundary in the traditional sense of the countryside, and has also highlighted the dilemma of the governance of the mixed village. The concrete manifestation is that the original membership acquisition based on the village register, the organization mode and the autonomous logic of the village level do not match with the governance scope of the village affairs after the mixed residence. Through the microscopic investigation of the village affairs consultation board of Jiashan Y village in Zhejiang Province, it is found that the traditional concept of "outside management outside" is different from that of "outside management". It establishes the deliberative consultation platform through the way of "reorganizing", and reconstructs the horizontal relationship of mixed villages. So as to promote the integration of new and old members and mixed village governance. Based on the enlightenment of Y Village case, in order to realize the connection between the new organizational platform and the power structure at the village level, it is necessary to further break the overlapping structure of economic and social organizations and obtain membership for outsiders from the perspective of reshaping the boundaries of autonomous organizations. Participation in village governance provides a formal channel to truly achieve the transformation of mixed village governance.
