【摘要】：隨著中國經(jīng)濟(jì)進(jìn)入"新常態(tài)",以技術(shù)進(jìn)步推動(dòng)經(jīng)濟(jì)的新一輪增長是中國未來經(jīng)濟(jì)發(fā)展的趨勢。技術(shù)進(jìn)步來自于創(chuàng)新,因而創(chuàng)新對于未來中國的經(jīng)濟(jì)具有重要影響。而技術(shù)的創(chuàng)新不僅來自于資金的投入與教育等因素,也受到制度不確定性因素的影響。在我國,土地制度、職務(wù)升遷和通貨膨脹等因素會通過增大技術(shù)創(chuàng)新的未來收益不確定性,從而抑制創(chuàng)新。而解決這一問題則需要明晰土地產(chǎn)權(quán)、規(guī)范土地合同的責(zé)任、重視政府政策的一致性以及保持穩(wěn)健的通貨膨脹率。
[Abstract]:As China's economy enters the "new normal", it is the trend of China's economic development in the future to promote a new round of economic growth with technological progress. Technological progress comes from innovation, so innovation will have an important impact on China's economy in the future. The innovation of technology comes not only from the investment of funds and education, but also from the factors of institutional uncertainty. In our country, land system, job promotion and inflation will restrain technological innovation by increasing the uncertainty of its future income. To solve this problem, it is necessary to clarify the land property right, standardize the responsibility of land contract, attach importance to the consistency of government policy and maintain the steady inflation rate.
