高陵縣城鄉(xiāng)社會管理創(chuàng)新體系建設研究

【摘要】：改革開放三十多年以來我國經(jīng)濟結構發(fā)生巨大變化,社會也在不斷發(fā)生轉型,發(fā)展的歷史機遇和風險并存。隨著社會管理環(huán)境的深刻變化,過去的一些較為奏效的管理理念、管理手段、管理制度、管理方法已經(jīng)難以適應社會的發(fā)展變化。與西方社會管理發(fā)展水平較高的國家相比,我國的社會管理有著更多的特點和復雜性。創(chuàng)新社會管理是社會發(fā)展的必然需求,十八屆三中全會也提出要在改善民生和創(chuàng)新管理中加強和完善中國特色社會主義制度的發(fā)展目標�！翱たh治,天下安”�？h域單位在社會管理創(chuàng)新的作用至關重要。本文以高陵縣城鄉(xiāng)社會管理創(chuàng)新體系建設作為研究對象,從理論意義上來說,為社會管理創(chuàng)新的理論研究提供實際的支持,從而豐富社會管理創(chuàng)新理論研究的可操作性。通過對高陵縣社會管理創(chuàng)新的相關背景、發(fā)展現(xiàn)狀、存在問題等內(nèi)容的深入研究,探索如何建立更加完善的社會管理創(chuàng)新體系。本文以馬克思主義唯物史觀為總體指導思想,確定社會管理創(chuàng)新的基本內(nèi)涵和功能價值,整理了國內(nèi)外有關社會管理創(chuàng)新體系理論以及發(fā)展過程。綜合運用資料收集法,理論分析法,案例研究法等方法對高陵縣在社會管理創(chuàng)新模式和在實踐中取得的部分成果以及存在的不足進行了梳理總結。提出改變“強政府、弱社會”的社會管理模式,社會管理的主體由單一的政府轉變?yōu)槎喾絽⑴c,強化社會和市場在社會管理中的作用,政府職能目標由管理轉為指導和監(jiān)督。同時,結合社會管理創(chuàng)新理論和方法進行了深度剖析,對高陵縣加強新時期下的社會管理創(chuàng)新工作提出了一系列意見建議,主要包括政府職能定位、城鄉(xiāng)一體化社保體系完善,財政投入在社會管理創(chuàng)新中的關鍵作用,以及上級政府政策支持等幾個方面。本文以實際的社會管理創(chuàng)新案例為基礎,在理論指導的同時更具有極高的實踐意義。一方面分析了高陵縣社會管理創(chuàng)新的不足,另一方面也提出了一系列完善社會管理體制,構建社會管理協(xié)同模式提出創(chuàng)新性的指導意見,充分體現(xiàn)了理論聯(lián)系實際的研究思想。
[Abstract]:Since the reform and opening to the outside world, great changes have taken place in the economic structure of our country since the beginning of the reform and opening up to the outside world. With the profound changes in the social management environment, some more effective management concepts, management methods, management systems and management methods in the past have been difficult to adapt to the development and changes of the society. Compared with western countries with higher level of social management, China's social management has more characteristics and complexity. Innovation in social management is the inevitable demand of social development. The third Plenary session of the 18th CPC Central Committee also proposed to strengthen and perfect the development goal of socialist system with Chinese characteristics in the process of improving people's livelihood and innovating management. The whole world is safe. The role of county units in social management innovation is very important. In this paper, the construction of urban and rural social management innovation system in Gaoling County is taken as the research object. Theoretically speaking, it provides practical support for the theoretical research of social management innovation, thus enriching the operability of the theoretical research on social management innovation. Through the in-depth study of the relevant background, the present situation and the existing problems of the social management innovation in Gaoling County, this paper explores how to establish a more perfect social management innovation system. This paper takes Marxist historical materialism as the general guiding ideology, determines the basic connotation and function value of social management innovation, and collates the theory and development process of social management innovation system at home and abroad. By using the methods of data collection, theoretical analysis and case study, this paper summarizes the innovation mode of social management in Gaoling County and some achievements and shortcomings in practice. This paper proposes to change the social management mode of "strong government and weak society". The main body of social management is changed from a single government to a multi-party participation, and the role of society and market in social management is strengthened, and the goal of government functions is changed from management to guidance and supervision. At the same time, combining with the theory and method of social management innovation, this paper makes a deep analysis, and puts forward a series of suggestions to strengthen the social management innovation work in Gaoling County in the new period, mainly including the orientation of government functions, the perfection of the social security system of urban and rural integration. The key role of financial input in the innovation of social management, as well as the policy support of higher government. Based on the actual case of social management innovation, this paper has a high practical significance while guiding the theory. On the one hand, it analyzes the deficiency of the social management innovation in Gaoling County, on the other hand, it also puts forward a series of perfect social management system, constructs the social management coordination pattern and puts forward the innovative guidance opinion, which fully embodies the research thought of integrating theory with practice.
