【摘要】：自國務(wù)院開展行政審批制度改革以來,以“顧客”為導(dǎo)向提供“一站式”服務(wù)的行政服務(wù)中心建設(shè)作為各級政府服務(wù)創(chuàng)新的重要模式,一直在社會的贊譽和質(zhì)疑中發(fā)展壯大。青海省自2011年起,先后出臺政策文件,切實加強和規(guī)范行政服務(wù)中心建設(shè),提高了公共服務(wù)效率。海北藏族自治州作為青海省行政服務(wù)中心建設(shè)運行的先行區(qū)之一,有著特殊的行政生態(tài)環(huán)境,在全省行政服務(wù)中心建設(shè)系統(tǒng)中具有一定的典型性。本文以“海北藏族自治州行政服務(wù)中心”為研究對象,從新公共服務(wù)理論、整體性治理理論和無縫隙政府理論的視角出發(fā),在綜合國內(nèi)外相關(guān)研究的基礎(chǔ)上,立足民族區(qū)域自治地方實際,試圖考察在深化行政審批制度改革背景下高原地區(qū)、民族地區(qū)和經(jīng)濟欠發(fā)達地區(qū)三維一體的環(huán)境下海北州行政服務(wù)中心建設(shè)的基本情況、發(fā)展面臨的困境以及所要達到的目標(biāo)。在充分借鑒天津市濱海新區(qū)、寧夏回族自治區(qū)銀川市、江蘇省南通市等地行政服務(wù)機構(gòu)建設(shè)先進經(jīng)驗的基礎(chǔ)上,針對海北州行政服務(wù)中心建設(shè)面臨的法律地位不夠明確、地方性法規(guī)支持不足、管理體制機制不順暢、服務(wù)質(zhì)量和效率有待提升、監(jiān)督相對缺乏、信息化建設(shè)滯后等困境,提出了加強頂層設(shè)計、健全管理體制機制、創(chuàng)新服務(wù)模式、強化監(jiān)督力度等方面的優(yōu)化建設(shè)對策,以期為海北州以及青海省乃至全國其他同類型地區(qū)的行政服務(wù)中心建設(shè)實踐提供一定的參考借鑒作用。
[Abstract]:Since the State Council launched the reform of the administrative examination and approval system, the construction of the administrative service center, which is guided by "customers" and provides "one-stop" service, as an important mode of government service innovation at all levels, has been developing and growing in the praise and doubt of the society. Since 2011, Qinghai Province has issued policy documents to strengthen and standardize the construction of administrative service center and improve the efficiency of public service. Haibei Tibetan Autonomous Prefecture, as one of the leading areas in the construction and operation of administrative service center in Qinghai Province, has a special administrative ecological environment and is of certain typicality in the construction system of administrative service center in the whole province. This paper takes the administrative service center of Haibei Tibetan Autonomous Prefecture as the research object, from the perspective of the new public service theory, the holistic governance theory and the seamless government theory, on the basis of synthesizing the relevant research at home and abroad. Based on the reality of ethnic autonomous areas, this paper attempts to investigate the basic situation of the construction of administrative service center in Haibei Prefecture under the background of deepening the reform of administrative examination and approval system in highland areas, minority areas and economically underdeveloped areas. The dilemma of development and the goal to be achieved. On the basis of drawing full lessons from the advanced experience in the construction of administrative service institutions in Binhai New District of Tianjin, Yinchuan City of Ningxia Hui Autonomous region and Nantong City in Jiangsu Province, the legal status faced by the construction of Haibei Administrative Service Center is not clear enough. Local laws and regulations are not supported enough, management system mechanism is not smooth, service quality and efficiency need to be improved, supervision is relatively lacking, information construction lags behind, and so on. This paper puts forward strengthening top-level design, perfecting management system and mechanism, innovating service mode, etc. In order to provide some reference for the construction practice of administrative service center in Haibei state, Qinghai province and even other areas of the same type of the whole country, the countermeasures of strengthening supervision and other aspects of optimization construction are expected to be provided.
