【摘要】：自西藏叛亂至今,海外藏胞一直是我國黨和政府較為重視的一個(gè)特殊群體。在過去近60年的時(shí)間內(nèi),經(jīng)過三個(gè)階段的從國內(nèi)藏區(qū)向外遷移,海外藏胞的總量有了較大幅度的增長。同時(shí),隨著海外藏胞持續(xù)不斷的再遷移,其分布范圍也由早期的南亞四國擴(kuò)展到全球40多個(gè)國家和地區(qū)。而在另一方面,改革開放后,海外藏胞歸國探親、參觀乃至定居逐漸形成一種潮流。當(dāng)前,海外藏胞群體正面臨著許多不確定因素,隨時(shí)可能再次出現(xiàn)較大規(guī)模的跨境遷移,他們的未來走向尤為值得關(guān)注。本文利用從印度外交部檔案、聯(lián)合國難民署檔案等文獻(xiàn)中發(fā)掘的新材料,詳細(xì)梳理了海外藏胞跨境遷移的總體歷程,并對(duì)海外藏胞的未來走向作出了相應(yīng)的判斷。
[Abstract]:Since the rebellion in Tibet, overseas Tibetans have been a special group attached importance to by the Party and the government. In the past 60 years, the total number of overseas Tibetans has increased by a large margin after three stages of migration from the domestic Tibetan areas to the outside. At the same time, with the continuous remigration of overseas Tibetans, its distribution also expanded from the early four countries in South Asia to more than 40 countries and regions in the world. On the other hand, after the reform and opening up, overseas Tibetans came back to visit their relatives, visit and even settle down. At present, the overseas Tibetans are facing many uncertain factors, and there may be another large-scale cross-border migration at any time, their future direction is particularly worthy of attention. Based on the new materials excavated from the archives of the Ministry of Foreign Affairs of India and the archives of UNHCR, this paper makes a detailed analysis of the general course of cross-border migration of overseas Tibetans, and makes a corresponding judgment on the future trend of overseas Tibetans.
