廣州事業(yè)單位公開(kāi)招聘制度研究

【摘要】:近年來(lái),國(guó)家對(duì)事業(yè)單位改革不斷的深化與推進(jìn),在國(guó)家相應(yīng)制度的指導(dǎo)下,各省市、各部門(mén)都在不斷的探究最符合事業(yè)單位特點(diǎn)的人事管理制度,并且有部分省份作為試點(diǎn)開(kāi)展事業(yè)單位公開(kāi)招聘。以廣州為例,筆者針對(duì)廣州事業(yè)單位公開(kāi)招聘中的不足與完善展開(kāi)探究。廣州事業(yè)單位公開(kāi)招聘制度已實(shí)施近十余年,且取得了諸多成效。但是,也存在諸如招聘人員與崗位不匹配、法律法規(guī)不健全等諸多問(wèn)題。尤其是在黨的十八屆三中全會(huì)提出推進(jìn)事業(yè)單位分類(lèi)改革后,廣州市政府及相關(guān)部門(mén)更應(yīng)該及時(shí)轉(zhuǎn)換觀(guān)念,更新事業(yè)單位招聘制度中的法規(guī)政策,出臺(tái)一系列措施以響應(yīng)黨的號(hào)召,促進(jìn)事業(yè)單位公開(kāi)招聘制度的完善。本文共分為六個(gè)部分,希望通過(guò)對(duì)事業(yè)單位公開(kāi)招聘制度概念的界定、理論基礎(chǔ)的論證、現(xiàn)存問(wèn)題的分析以及國(guó)內(nèi)外先進(jìn)招聘理念和技術(shù)的梳理,提出完善廣州市事業(yè)單位公開(kāi)招聘制度的對(duì)策。第一部分導(dǎo)言。在這一部分筆者將論述廣州事業(yè)單位招聘制度的研究背景及意義,說(shuō)明本文的研究思路及方法,闡述其框架結(jié)構(gòu)。第二部分事業(yè)單位公開(kāi)招聘制度的概述。在這一部分筆者將對(duì)事業(yè)單位的概念、特征,事業(yè)單位公開(kāi)招聘制度的概念及意義及其理論基礎(chǔ)進(jìn)行論述。第三部分廣州市事業(yè)單位公開(kāi)招聘制度近況剖析。在第三部分筆者將對(duì)廣州事業(yè)單位公開(kāi)招聘制度的實(shí)施背景、重要舉措、取得成果以及特征對(duì)廣州事業(yè)單位公開(kāi)招聘制度的現(xiàn)狀進(jìn)行分析,并指出其中存在的問(wèn)題第四部分是國(guó)內(nèi)外相關(guān)經(jīng)驗(yàn)對(duì)廣州市事業(yè)單位公開(kāi)招聘制度的啟示。在這一部分,筆者將通過(guò)比較分析與實(shí)證分析等分析方法對(duì)國(guó)外公共組織及我國(guó)招聘經(jīng)驗(yàn)的進(jìn)行介紹,并總結(jié)其對(duì)廣州市事業(yè)單位招聘制度完善的啟示。第五部分廣州市事業(yè)單位公開(kāi)招聘制度的完善對(duì)策。得出完善廣州市事業(yè)單位公開(kāi)招聘制度的對(duì)策。第六部分結(jié)語(yǔ)。即對(duì)廣州市事業(yè)單位公開(kāi)招聘制度的期許與展望。
[Abstract]:In recent years, the state has been deepening and promoting the reform of public institutions. Under the guidance of the corresponding national system, all provinces, cities and departments are constantly exploring the personnel management system, which is most in line with the characteristics of public institutions. And some provinces as a pilot to carry out public recruitment institutions. Taking Guangzhou as an example, the author probes into the deficiency and perfection of public recruitment in Guangzhou institutions. Guangzhou institutions open recruitment system has been implemented for more than ten years, and achieved many results. However, there are many problems, such as recruiter and position mismatch, imperfect laws and regulations and so on. Especially after the third Plenary session of the 18th CPC Central Committee proposed to promote the reform of the classification of public institutions, the Guangzhou municipal government and relevant departments should change their concepts in time and update the regulations and policies in the recruitment system for institutions. Issued a series of measures to respond to the party's call to promote public institutions to improve the recruitment system. This paper is divided into six parts, hoping to define the concept of open recruitment system for public institutions, demonstrate the theoretical basis, analyze the existing problems, and comb the advanced recruitment concepts and techniques at home and abroad. The countermeasures to perfect the open recruitment system for public institutions in Guangzhou are put forward. Part I introduction In this part, the author will discuss the background and significance of the recruitment system of Guangzhou institutions, explain the research ideas and methods of this paper, and explain its frame structure. The second part is an overview of the open recruitment system for public institutions. In this part, the author will discuss the concept, characteristics, the concept and significance of the open recruitment system and its theoretical basis. The third part analyzes the recent situation of the open recruitment system for public institutions in Guangzhou. In the third part, the author will analyze the implementation background, important measures, achievements and characteristics of the open recruitment system for public institutions in Guangzhou. The fourth part points out that the fourth part is the enlightenment of the relevant experience at home and abroad to the open recruitment system of public institutions in Guangzhou. In this part, the author will introduce the experience of foreign public organizations and recruitment in China by means of comparative analysis and empirical analysis, and summarize its enlightenment to the perfection of the recruitment system of public institutions in Guangzhou. The fifth part is the countermeasures to improve the open recruitment system of public institutions in Guangzhou. The countermeasures to perfect the open recruitment system for public institutions in Guangzhou are obtained. Conclusion of the sixth part. That is, Guangzhou institutions open recruitment system expectations and prospects.
