【摘要】：對(duì)地方政府績(jī)效進(jìn)行全面、公正、客觀、準(zhǔn)確的評(píng)估,能夠有效地推動(dòng)政府職能的轉(zhuǎn)變和行政體制改革的深入。作為地方政府績(jī)效評(píng)估的本質(zhì)要素,功能定位在評(píng)估中居于核心地位,不同的功能定位使評(píng)估實(shí)踐在制度安排、機(jī)制設(shè)計(jì)及技術(shù)運(yùn)用等方面表現(xiàn)出不同的結(jié)構(gòu)特征,形成了不同的評(píng)估模式。當(dāng)前,國(guó)內(nèi)研究多集中于對(duì)評(píng)估概念和要素的理論探討,而缺乏對(duì)各地做法及典型模式的深入比較,且研究方法過于單一,對(duì)實(shí)踐的指導(dǎo)力度有限。對(duì)此,一方面應(yīng)謹(jǐn)慎把握研究的重點(diǎn),基于功能定位的差異全面分析各地做法的有效性及局限,加強(qiáng)對(duì)評(píng)估模式發(fā)展方向的探索力度;另一方面應(yīng)提高對(duì)多案例研究和定量研究方法的重視程度,著力提升研究的價(jià)值。
[Abstract]:A comprehensive, fair, objective and accurate evaluation of local government performance can effectively promote the transformation of government functions and the deepening of administrative system reform. As the essential element of the local government performance evaluation, the functional positioning plays a central role in the evaluation. Different functional positioning makes the appraisal practice show different structural characteristics in the aspects of system arrangement, mechanism design and technology application. Different evaluation models have been formed. At present, most of the domestic studies focus on the theoretical discussion of the concept and elements of evaluation, but lack of in-depth comparison of local practices and typical models, and the research method is too single, and the guidance to practice is limited. In view of this, on the one hand, we should carefully grasp the focus of the research, analyze the effectiveness and limitation of the local practices based on the differences of functional positioning, and strengthen the exploration of the development direction of the evaluation model; On the other hand, we should pay more attention to the methods of multi-case study and quantitative research.
