【摘要】：社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估作為重大決策的前置程序,目的是減少風(fēng)險(xiǎn)事件發(fā)生,實(shí)現(xiàn)風(fēng)險(xiǎn)源頭治理。將風(fēng)險(xiǎn)事件操作化為實(shí)地群體性事件與網(wǎng)絡(luò)群體性事件,將社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估操作化為公民參與及專家論證,以風(fēng)險(xiǎn)事件規(guī)模測(cè)量社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估效果,實(shí)證分析重大決策社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估的質(zhì)量。結(jié)果發(fā)現(xiàn),從2005年至2016年,公民參與規(guī)模提高對(duì)網(wǎng)絡(luò)群體性事件與實(shí)地群體性事件的規(guī)模減小均有顯著影響,而專家論證則對(duì)實(shí)地群體性事件的規(guī)模減小無(wú)顯著影響。這表明,理論上社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估的總體發(fā)展方向正確,但實(shí)踐中公民參與及專家論證遠(yuǎn)未達(dá)到應(yīng)有效果。政府應(yīng)站在中立角度,保證盡量多的公民參與決策制定并充分尊重專家論證結(jié)果,從而增強(qiáng)公民風(fēng)險(xiǎn)認(rèn)知與理性判斷能力,實(shí)現(xiàn)社會(huì)風(fēng)險(xiǎn)源頭治理。
[Abstract]:Social stability risk assessment, as a leading procedure of major decision-making, aims to reduce the occurrence of risk events and achieve risk source management. The operation of risk events is transformed into group events and network events in the field, and the risk assessment of social stability is transformed into citizen participation and expert argumentation, and the effectiveness of risk assessment of social stability is measured by the scale of risk events. Empirical analysis of the quality of social stability risk assessment of major decision-making. The results show that from 2005 to 2016, the increase of the scale of citizen participation has a significant impact on both the scale of network group events and field group events, while the expert demonstration has no significant effect on the scale of field group events. This shows that the overall development direction of social stability risk assessment is correct in theory, but in practice citizen participation and expert demonstration are far from achieving the desired results. The government should stand on the neutral angle, ensure that as many citizens participate in decision-making and fully respect the results of expert argumentation, so as to enhance the citizens' ability of risk cognition and rational judgment, and realize the management of social risks at the source.
