【摘要】：文章基于理論與現(xiàn)實(shí)的比照,分析和闡釋了在城市用地供給中城市政府的行為特征、行為影響及其行為趨勢(shì)。研究認(rèn)為,作為以促進(jìn)城市經(jīng)濟(jì)增長(zhǎng)為導(dǎo)向的適應(yīng)性調(diào)整行為主體、城市土地產(chǎn)權(quán)的實(shí)際剩余控制者以及城市土地市場(chǎng)上的特殊壟斷者和價(jià)格規(guī)制者,城市政府(官員)根據(jù)其自身效用函數(shù),通過(guò)不斷增加城市用地供給謀求其經(jīng)濟(jì)和政治利益。研究發(fā)現(xiàn),城市用地相對(duì)供給過(guò)剩在我國(guó)較為普遍,城市政府通過(guò)增加城市用地供給可提高其城市土地收益占比。如果城市政府的城市土地收益占比越高,且土地要素產(chǎn)出彈性越大,城市用地的供給相對(duì)過(guò)剩程度也就會(huì)越深。城市用地供給中城市政府表現(xiàn)出短期機(jī)會(huì)主義和"逆市場(chǎng)化"選擇的行為趨勢(shì),其產(chǎn)生的內(nèi)在根源是中央與城市政府之間"激勵(lì)不相容"的特殊政治委托—代理關(guān)系,城市政府之間非理性的價(jià)格競(jìng)爭(zhēng)關(guān)系以及城市政府和微觀經(jīng)濟(jì)主體之間模糊的產(chǎn)權(quán)關(guān)系。
[Abstract]:Based on the comparison of theory and reality, this paper analyzes and explains the behavior characteristics, behavior influence and behavior trend of urban land supply in urban land supply, and considers that it is the subject of adaptive adjustment, the actual residual control of urban land property rights and the special land market in urban land. According to its own utility function, the city government (official) seeks its economic and political interests by increasing the supply of urban land by its own utility function. The research finds that the relative surplus of urban land is more common in our country, and the urban land supply can increase the proportion of the urban land income by increasing the supply of urban land. If city is in city, the city government can increase the proportion of urban land income. The higher the urban land income ratio is, the greater the elasticity of the land factor output, the greater the relative oversupply of urban land use. The urban land supply in urban land supply shows the behavior trend of short-term opportunism and "reverse marketization". The intrinsic root of the urban land supply is that the incentive between the central and the urban government is not the same. The special political entrustment - agency relationship, the irrational price competition relationship between urban governments and the fuzzy property rights relationship between the urban government and the microeconomic subject.
