【摘要】：中國的市政管理事業(yè)處于轉(zhuǎn)型發(fā)展的關(guān)鍵期,急需理順市政管理體制,建立以政府為主導(dǎo)、市場與社會充分參與的多元化合作治理模式,健全市場化運行機制和多方位監(jiān)管機制。文章梳理了學(xué)界基于"公共性"差異化視角的市政管理研究成果,總結(jié)和概括了市政管理"公共性"與效率之間均衡發(fā)展所涉及的管理體制、運行機制、發(fā)展模式和均等化發(fā)展等研究成果,為后續(xù)的理論研究提供參考,為國內(nèi)的市政管理實踐提供啟示。
[Abstract]:China's municipal management is in a critical period of transformation and development. It is urgent to straighten out the municipal management system and establish a diversified cooperative governance model with the government as the leading leader and the market and society fully participating. Perfect market-oriented operation mechanism and multi-directional supervision mechanism. This paper combs the academic research results of municipal management based on the perspective of "public" differentiation, summarizes and summarizes the management system and operation mechanism involved in the balanced development between "publicity" and efficiency of municipal management. The research results of development model and equalization development provide reference for the subsequent theoretical research and provide enlightenment for the practice of municipal management in China.
