【摘要】：基于對自由民主制糾偏而興起的當(dāng)代西方協(xié)商民主理論,從20世紀(jì)80年代至今,形成了較為明顯的代際傳遞特點,理論研究主題也從民主決策延展到公民參與再到公共治理。近年,協(xié)商民主理論逐漸向協(xié)商政治實驗發(fā)展,并在某些地方進(jìn)行了具體的政治操演。厘清當(dāng)代西方協(xié)商民主近三十年發(fā)展的基本進(jìn)路,我們發(fā)現(xiàn),當(dāng)代西方協(xié)商民主理論從一開始就面臨著"烏托邦"的批評,目前也沒有形成統(tǒng)一完備的理論架構(gòu),不同理論派別之間也存在諸多分歧,但他們一直在努力尋求突破西方代議民主困境的多種可能出路。作為一種正在發(fā)展和完善中的理論,我們不能賦予其太多的民主期待,而應(yīng)該將其視為對西方民主體制進(jìn)行補(bǔ)充完善的新探索。這是我們正確認(rèn)識西方協(xié)商民主理論的基本態(tài)度,也有助于我們在借鑒西方協(xié)商民主理論的同時,正確理解與區(qū)分中國協(xié)商民主與西方協(xié)商民主的不同。
[Abstract]:Based on the contemporary western theory of deliberative democracy, which is based on rectifying the deviation of liberal democracy, from the 1980s to the present, it has formed more obvious characteristics of intergenerational transmission, and the subject of theoretical research has also been extended from democratic decision-making to citizen participation and then to public governance. In recent years, the theory of deliberative democracy has gradually developed to the experiment of deliberative politics, and has carried out concrete political exercises in some places. To clarify the basic path of the development of contemporary western deliberative democracy in the past 30 years, we find that contemporary western theory of consultative democracy has been facing the criticism of "utopia" from the beginning, and has not yet formed a unified and complete theoretical framework. There are also many differences among different theoretical factions, but they have been trying to find ways to break through the plight of representative democracy in the West. As a developing and perfecting theory, we should not give it too much democratic expectation, but should regard it as a new exploration to complement and perfect the western democratic system. This is the basic attitude of our understanding of the western consultative democracy theory, and it is also helpful for us to correctly understand and distinguish the differences between China's deliberative democracy and western consultative democracy while drawing lessons from the western consultative democracy theory.
