【摘要】：微電網作為未來能源生產和消費方式變革的重要載體,對推進節(jié)能減排和實現(xiàn)能源可持續(xù)發(fā)展具有重要意義。本文以影響力、合法性、緊迫性為標準,探討了政府、投資者、電網公司、用戶等微電網決定型利益相關者及其訴求關系,分析了統(tǒng)購統(tǒng)銷模式、合同能源管理模式、自發(fā)自用模式等微電網模式合作開發(fā)的流程、結構、主要影響因素和存在的問題、針對問題,提出了充分發(fā)揮政府職能,滿足各利益相關者的訴求,促進社會資本參與投資,不斷提升微電網建設籌資水平,創(chuàng)新電網公司收、輸、售運營模式,確保用戶多樣化用電需求的政策建議,以期促進微電網的可持續(xù)快速發(fā)展。
[Abstract]:As an important carrier of future energy production and consumption mode change, microgrid is of great significance to promoting energy conservation and emission reduction and realizing energy sustainable development. This paper, taking influence, legitimacy and urgency as the standard, discusses the government, investors, Power Grid Corp, users and other micro grid determinant stakeholders and their demands. The process, the structure, the main influencing factors and the existing problems of the cooperative development of the mode of purchase and marketing, the mode of energy management of the contract and the spontaneous self use mode, and the main factors and the existing problems are put forward to give full play to the functions of the government, meet the demands of the stakeholders, promote the participation of the social capital and raise the level of financing for the construction of the micro grid. We should innovate Power Grid Corp's policy of receiving, transporting, selling and operating modes to ensure users' diversified demand for electricity, so as to promote the sustainable and rapid development of microgrids.
