【摘要】：自貿(mào)區(qū)是中國深化改革開放的試驗田,自貿(mào)區(qū)行政管理體制改革已經(jīng)成為各類重點任務的改革起點,全面貫穿于投資體制改革、貿(mào)易便利化改革和金融改革。中國自貿(mào)區(qū)行政體制改革在合署辦公、法定機構(gòu)試點、"多合一"、涉外機構(gòu)設置、監(jiān)管模式等多方面取得了新進展,在改革探索中也面臨著一些具有代表性的新問題。本研究針對自貿(mào)區(qū)行政管理體制改革的復雜性和全面性,總結(jié)了改革路向,提出了下一步的改革重點與配套政策建議。
[Abstract]:The free trade zone is an experimental field for China to deepen the reform and opening up. The reform of the administrative system of the free trade zone has become the starting point of all kinds of key tasks, and it runs through the reform of the investment system, the reform of trade facilitation and the reform of finance. The administrative system reform of China's free trade zone has made new progress in many aspects, such as co-office work, the trial of statutory organizations, "multi-in-one", the setting up of foreign organizations and the mode of supervision, and so on, and also faces some representative new problems in the exploration of reform. In view of the complexity and comprehensiveness of the reform of the administrative management system of the Free Trade area, this study summarizes the direction of the reform, and puts forward the next step of the reform focus and supporting policy recommendations.
