【摘要】：在精準(zhǔn)扶貧戰(zhàn)略背景下,國家對貧困地區(qū)進(jìn)行大量的資源輸入,在帶動(dòng)貧困地區(qū)發(fā)展的同時(shí),也引發(fā)了一些新的社會(huì)治理問題。預(yù)防型治理的社會(huì)治理模式,即在治理的初始階段有意識地構(gòu)建預(yù)防措施,以穩(wěn)定的可持續(xù)發(fā)展為價(jià)值目標(biāo)、以資源密集輸入為過程載體、以多主體互動(dòng)為推動(dòng)力量、以溝通協(xié)商為機(jī)制手段的治理模式,以此來保障后續(xù)治理過程的有效性和穩(wěn)定性,避免政府事后治理造成的高成本或臨時(shí)性行政施壓導(dǎo)致的治理無序,在精準(zhǔn)扶貧過程中達(dá)成基層社會(huì)的善治目標(biāo)。
[Abstract]:Under the background of the precision poverty reduction strategy, the country carries on the massive resources input to the impoverished area, which drives the development of the poor area, but also causes some new social governance problems. The social governance model of preventive governance, that is, consciously constructing preventive measures in the initial stage of governance, taking stable sustainable development as the value goal, taking resource-intensive input as the process carrier, and taking multi-subject interaction as the driving force, The governance model with communication and consultation as the mechanism means to ensure the effectiveness and stability of the subsequent governance process and avoid the governance disorder caused by the high cost or temporary administrative pressure caused by the government management afterwards. To achieve the goal of good governance at the grassroots level in the process of precision poverty reduction.
