【摘要】：政府公信力作為行政部門和行政人員通過實施行政行為而獲得公眾信任的一種能力,在整個社會信用體系中起著至關(guān)重要的作用。近幾年,隨著我國政治民主化進程的加快,政府公信力的構(gòu)建與完善日益成為了各級政府所追求的目標(biāo),而地方政府作為基層與人民群眾接觸最直接最廣泛的政府組織,其公信力水平直接影響著我國政權(quán)的穩(wěn)定。政府公信力的核心來自于公眾基于自身期望被滿足而產(chǎn)生對政府的信任感,政府必須不斷地去滿足、回應(yīng)公眾的需求,以此來增強公眾對于自身的信任水平,本文基于此來研究提升地方政府公信力的對策。首先,本文從政府公信力的現(xiàn)狀以及地方政府的特殊性入手對選題背景進行闡述,并對政府回應(yīng)能力、政府公信力以及二者之間關(guān)系的研究現(xiàn)狀進行分析;其次,本文立足于地方政府回應(yīng)能力以及政府公信力的概念,分別從政府回應(yīng)的廣度、深度以及效度三個維度對地方政府回應(yīng)能力進行評價,從政府自身行為以及公眾對政府行為的評價兩個角度來衡量政府公信力水平的高低;第三,本文選取了 2015年黑龍江慶安火車站槍擊事件以及上海金山居民反“PX”事件作為案例進行研究,對事件的過程、事件中公眾需求以及政府回應(yīng)能力、地方政府回應(yīng)能力對公信力的影響等幾個方面進行分析。通過案例研究,發(fā)現(xiàn)地方政府在回應(yīng)能力的廣度、深度以及效度三個維度均會影響政府公信力水平的高低,廣度維度主要通過信息的公開程度以及公眾參與渠道的暢通與否發(fā)揮作用,深度維度主要通過行政人員能力與素質(zhì)的高低、地方政府規(guī)章制度的健全程度以及回應(yīng)效率三種途徑發(fā)揮作用,效度維度主要通過回應(yīng)主體以及回應(yīng)渠道兩種途徑對政府公信力產(chǎn)生影響。最后,基于地方政府回應(yīng)能力對政府公信力的影響路徑,提出了在政府回應(yīng)能力視角下,地方政府應(yīng)該通過樹立以人為本的理念以及強化責(zé)任意識來增強回應(yīng)中的主動性,通過加強信息公開、暢通公眾參與的表達(dá)途徑拓寬回應(yīng)的廣度,通過簡化流程、加強行政人員能力建設(shè)加深回應(yīng)的深度,通過多主體、多渠道回應(yīng)強化回應(yīng)的效度,以此來提升地方政府回應(yīng)公眾需求的能力,進而獲得公眾的信任度和滿意感,加強自身的公信力水平。
[Abstract]:Government credibility, as a kind of ability of administrative department and administrative staff to gain public trust through administrative action, plays an important role in the whole social credit system. In recent years, with the acceleration of the process of political democratization in our country, the construction and perfection of the credibility of the government has increasingly become the goal pursued by governments at all levels. As the most direct and extensive government organization, local governments have the most direct contact with the masses of the people. The level of its credibility directly affects the stability of China's political power. The core of the credibility of the government comes from the public's trust in the government based on the satisfaction of their own expectations. The government must constantly satisfy and respond to the needs of the public in order to enhance the level of public trust in itself. Based on this, this paper studies the countermeasures to enhance the credibility of local governments. First of all, from the status quo of the credibility of the government and the particularity of the local government, this paper expounds the background of the topic, and analyzes the research status of the ability of the government to respond, the credibility of the government and the relationship between the two. Based on the concepts of local government response ability and government credibility, this paper evaluates the local government response ability from the three dimensions of the scope, depth and validity of the government response. To measure the level of government credibility from the government's own behavior and the public's evaluation of the government's behavior; third, In this paper, the author chooses the 2015 shooting incident at Qingan Railway Station in Heilongjiang and the Shanghai Jinshan residents' anti-PX incident as the case study to study the process of the incident, the public demand and the government's ability to respond to the incident. Local government response ability to the credibility of the impact of several aspects of analysis. Through the case study, it is found that the three dimensions of the local government's ability to respond, including the breadth, depth and validity, will affect the level of the government's credibility. The breadth dimension plays a role mainly through the openness of information and the unblocked channels of public participation, while the depth dimension is mainly through the ability and quality of administrative personnel. The degree of perfection of local government rules and regulations and the efficiency of response play a role. The validity dimension has an impact on the credibility of the government through two ways: the main body of response and the channel of response. Finally, based on the impact of local government response ability on the credibility of the government, this paper puts forward that under the perspective of government response ability, local government should strengthen the initiative in response by establishing the people-oriented concept and strengthening the sense of responsibility. By enhancing the information disclosure, unblocking the expression of public participation, broadening the breadth of response, simplifying the process, strengthening the depth of administrative staff capacity building, and strengthening the validity of response through multi-subject, multi-channel response. In order to enhance the ability of local governments to respond to public needs, and then to obtain public trust and satisfaction, strengthen their own credibility level.
