【摘要】："行政審批局"模式是深化行政審批制度改革,將審批權(quán)相對(duì)集中到同一機(jī)構(gòu)的有益嘗試。當(dāng)前此模式存在著合法性危機(jī)、職權(quán)劃轉(zhuǎn)混亂、責(zé)任認(rèn)定不清以及信息交流阻塞等現(xiàn)實(shí)問題,制約了其價(jià)值的有效發(fā)揮。推進(jìn)"行政審批局"模式改革,須從法律上明確行政審批局的性質(zhì),科學(xué)合理地實(shí)施職權(quán)劃轉(zhuǎn),厘清機(jī)構(gòu)間責(zé)任關(guān)系,構(gòu)建統(tǒng)一的審批信息平臺(tái)。
[Abstract]:The mode of "Administrative examination and approval Bureau" is a beneficial attempt to deepen the reform of the administrative examination and approval system and to centralize the authority of examination and approval to the same institution. At present, there are some practical problems in this model, such as the crisis of legitimacy, the confusion of power transfer, the unclear identification of responsibility and the blocking of information exchange, which restrict the effective exertion of its value. In order to promote the reform of the mode of "Administrative examination and approval Bureau", it is necessary to clarify the nature of the administrative examination and approval Bureau, scientifically and reasonably transfer the functions and powers, clarify the relationship of responsibility among agencies, and construct a unified examination and approval information platform.
