【摘要】：全面深化改革要求加快政府職能轉(zhuǎn)變,推進簡政放權(quán)、放管結(jié)合、優(yōu)化服務(wù)改革,實現(xiàn)可持續(xù)發(fā)展,尤其要通過優(yōu)化基本公共服務(wù)分配增強公民的滿足感與獲得感。要明確基本公共服務(wù)分配責任,厘清基本公共服務(wù)分配主體的權(quán)力與權(quán)利邊界,以公民權(quán)利為邏輯起點,協(xié)調(diào)統(tǒng)一用人權(quán)、財權(quán)與事權(quán)并使行政決策權(quán)、行政執(zhí)行權(quán)與行政監(jiān)督權(quán)相對分離。要通過落實清單制度,優(yōu)化基本公共服務(wù)分配的財政保障。要通過依法治權(quán),強化基本公共服務(wù)分配過程的監(jiān)管。要通過優(yōu)化政府服務(wù),政府與市場、社會、公民通力合作,實現(xiàn)社會資源與社會機會的公平配置,達致基本公共服務(wù)分配的均等化、個性化與多元化�；竟卜⻊�(wù)分配評價是基本公共服務(wù)分配主體與客體的直接接口,不斷優(yōu)化基本公共服務(wù)分配,最大限度地滿足不同社會成員的基本公共服務(wù)需求。
[Abstract]:Deepening the reform in an all-round way requires speeding up the transformation of government functions, promoting the decentralization of government power, combining administration with administration, optimizing service reform, and realizing sustainable development, especially by optimizing the distribution of basic public services to enhance the citizens' sense of satisfaction and acquirement. It is necessary to make clear the distribution responsibility of basic public service, clarify the power and right boundary of the basic public service assignment subject, take citizen rights as the logical starting point, coordinate and unify the use of human rights, financial power and administrative decision-making power. Administrative executive power and administrative supervision power are relatively separate. It is necessary to optimize the financial guarantee of the distribution of basic public services through the implementation of the list system. We should strengthen the supervision of the distribution process of basic public services through administering the power according to law. By optimizing the government service, the government and the market, the society and the citizen should cooperate together to realize the fair allocation of social resources and social opportunities, and to achieve the equalization, individualization and diversification of the distribution of basic public services. The evaluation of basic public service distribution is the direct interface between the subject and object of basic public service distribution, which continuously optimizes the distribution of basic public service and satisfies the basic public service needs of different social members to the maximum extent.
