【摘要】：當(dāng)今國(guó)際國(guó)內(nèi)社會(huì)一個(gè)重要議題是如何通過(guò)公共政策實(shí)現(xiàn)社會(huì)公正。當(dāng)代中國(guó)社會(huì)公正觀可以理解為以馬克思主義公正觀為核心,不同程度地融合了儒家社群主義、中國(guó)現(xiàn)實(shí)價(jià)值取向和現(xiàn)代社會(huì)理念等因素的組合式公正觀。在政治系統(tǒng)理論的分析框架下,實(shí)現(xiàn)組合式公正觀的政策路徑是通過(guò)在政策制定、執(zhí)行、評(píng)估、反饋等各個(gè)環(huán)節(jié),追求實(shí)質(zhì)公正和程序公正的雙重目標(biāo),最終達(dá)到政策效果。以此種方式考察我國(guó)住房保障政策,可以得出我國(guó)現(xiàn)行住房保障政策在同時(shí)實(shí)現(xiàn)外部公正和內(nèi)部公正的雙重目標(biāo)上,還有很大的調(diào)整空間。
[Abstract]:Nowadays, one of the most important issues in international and domestic society is how to realize social justice through public policies. The view of social justice in contemporary China can be understood as a combination view of justice, which is based on Marxist view of justice, and integrates various factors such as Confucian communitarianism, Chinese realistic value orientation and modern social concept. Under the framework of the political system theory, the policy path to realize the combined view of justice is to pursue the dual goals of substantive justice and procedural justice in all aspects of policy formulation, implementation, evaluation, feedback and so on, and finally achieve the policy effect. By examining the housing security policy in this way, it can be concluded that there is still much room for adjustment in the realization of both external and internal justice in the current housing security policy of our country.
