【摘要】：一個(gè)地區(qū)的自主創(chuàng)新政策環(huán)境是影響該地區(qū)自主創(chuàng)新能力的關(guān)鍵因素之一。做為國(guó)家創(chuàng)新型試點(diǎn)市,在打造“大湖名城、創(chuàng)新高地”目標(biāo)的指引下,在合肥市各項(xiàng)自主創(chuàng)新政策綜合作用下,經(jīng)過近幾年的發(fā)展,合肥市自主創(chuàng)新能力已居于全國(guó)省會(huì)城市前列。合肥市每年都會(huì)出臺(tái)針對(duì)自主創(chuàng)新方面的政策,既有對(duì)以往政策的繼承,又有隨著社會(huì)的發(fā)展進(jìn)行的優(yōu)化。本文按照財(cái)政政策、稅收優(yōu)惠政策、金融政策、人才政策、產(chǎn)業(yè)政策幾方面將合肥市當(dāng)前自主創(chuàng)新政策進(jìn)行了歸類,并對(duì)合肥市近五年自主創(chuàng)新取得的成效進(jìn)行了統(tǒng)計(jì)分析。在對(duì)合肥市自主創(chuàng)新政策全面了解的基礎(chǔ)上,結(jié)合國(guó)內(nèi)外其他地區(qū)自主創(chuàng)新政策情況,為合肥市自主創(chuàng)新政策環(huán)境優(yōu)化提出建議。本文在研究方法上,采用了文獻(xiàn)研究法、數(shù)據(jù)分析研究法、綜合研究法。第一章緒論分四個(gè)部分,分別對(duì)本文的研究背景、研究意義、國(guó)內(nèi)外研究情況、研究思路方法及創(chuàng)新點(diǎn)進(jìn)行了介紹；第二章自主創(chuàng)新政策環(huán)境相關(guān)概念與理論部分對(duì)創(chuàng)新、自主創(chuàng)新、環(huán)境、政策環(huán)境等的概念做了界定,并羅列出了自主創(chuàng)新、創(chuàng)新環(huán)境的相關(guān)理論基礎(chǔ)；第三章是合肥市自主創(chuàng)新政策環(huán)境現(xiàn)狀分析,首先對(duì)合肥市整體情況進(jìn)行了簡(jiǎn)要介紹,隨后根據(jù)合肥市“十二五”規(guī)劃中合肥市自主創(chuàng)新主要指標(biāo)對(duì)合肥市目前自主創(chuàng)新情況做了簡(jiǎn)要分析,再對(duì)合肥市自主創(chuàng)新政策的現(xiàn)狀分析、合肥市自主創(chuàng)新政策環(huán)境現(xiàn)狀進(jìn)行了分析；第四章分為兩部分,分別是對(duì)合肥市自主創(chuàng)新政策環(huán)境存在的問題以及存在問題主要原因進(jìn)行了闡述；第五章首先提出了合肥市自主創(chuàng)新政策環(huán)境優(yōu)化需要遵循的原則,然后從財(cái)政科技投入增長(zhǎng)及考核機(jī)制、稅收優(yōu)惠政策的優(yōu)化、政府采購(gòu)政策對(duì)自主創(chuàng)新的激勵(lì)、自主創(chuàng)新人才支撐策略、自主創(chuàng)新政策體系的健全這幾個(gè)方面,就合肥市自主創(chuàng)新政策環(huán)境的優(yōu)化提出對(duì)策和建議。
[Abstract]:The independent innovation policy environment of a region is one of the key factors affecting the independent innovation ability of the region. As a national innovative pilot city, under the guidance of the goal of "Great Lakes City, Innovation Highland" and under the comprehensive action of various independent innovation policies in Hefei, it has developed in recent years. Hefei City independent innovation capacity has been in the forefront of the national capital city. Hefei city will introduce the policy of independent innovation every year, which not only inherits the previous policies, but also optimizes with the development of the society. According to fiscal policy, preferential tax policy, financial policy, talent policy and industrial policy, this paper classifies Hefei's current independent innovation policy, and makes a statistical analysis on the effect of Hefei's independent innovation in the past five years. On the basis of a comprehensive understanding of the independent innovation policy in Hefei and the situation of independent innovation policy in other regions at home and abroad, suggestions are put forward for the optimization of the policy environment of independent innovation in Hefei. In this paper, literature research method, data analysis method, comprehensive research method are adopted. The first chapter is divided into four parts, respectively, the research background, research significance, domestic and foreign research situation, research ideas and innovation points; chapter two, independent innovation policy environment related concepts and theories of innovation, The concepts of independent innovation, environment and policy environment are defined, and the relevant theoretical basis of independent innovation and innovation environment is listed. Chapter three is an analysis of the present situation of policy environment of independent innovation in Hefei. First of all, the overall situation of Hefei is briefly introduced, and then according to the main indicators of Hefei's independent innovation in the 12th Five-Year Plan, the present situation of Hefei's independent innovation is briefly analyzed. Then it analyzes the present situation of Hefei's independent innovation policy and the present situation of Hefei's independent innovation policy environment. The fourth chapter is divided into two parts. Respectively, the problems and main reasons of the policy environment of independent innovation in Hefei are expounded. The fifth chapter puts forward the principles to be followed in the optimization of the policy environment of independent innovation in Hefei. Then, from the aspects of the growth and assessment mechanism of financial investment in science and technology, the optimization of preferential tax policy, the incentive of government procurement policy to independent innovation, the supporting strategy of independent innovation talents, and the perfection of independent innovation policy system, This paper puts forward some countermeasures and suggestions on the optimization of the policy environment of independent innovation in Hefei.
