【摘要】：在分析地方政府土地出讓競爭過程中的土地價格競爭、土地財政依賴與城市生產率的影響機制基礎上,采用固定效應模型和系統(tǒng)GMM分析與檢驗方法對2003—2014年我國281個地級及以上城市的面板數(shù)據對土地出讓競爭行為與經濟發(fā)展效率的非線性影響進行了實證分析。結果表明,土地出讓價格競爭與城市生產率呈現(xiàn)出倒U型曲線關系,說明合理的土地低價出讓行為有利于促進城市生產率的提高。而土地財政依賴所導致的資源浪費與錯配,抑制了城市生產率的提高。土地出讓價格競爭和土地財政依賴對城市生產率的影響具有明顯的差異性。因此,需要地方政府通過適當?shù)耐恋氐蛢r出讓價格來招商引資,并減少政府土地財政依賴,優(yōu)化地方政府產業(yè)結構、引導市場競爭以及提高地方政府財政支出效率等方式來提高城市生產率。
[Abstract]:On the basis of analyzing the land price competition in the process of local government land transfer competition, the land financial dependence and the influence mechanism of urban productivity, Using fixed effect model and systematic GMM analysis and test method, the nonlinear influence of panel data of 281 prefectural cities and above on land transfer competition behavior and economic development efficiency in China from 2003 to 2014 is analyzed empirically. The results show that the relationship between the land transfer price competition and the urban productivity shows an inverted U-shape curve, which indicates that reasonable land transfer behavior is beneficial to the improvement of urban productivity. The waste and mismatch of resources caused by land financial dependence inhibit the increase of urban productivity. The price competition of land transfer and the influence of land finance dependence on urban productivity have obvious differences. Therefore, it is necessary for the local government to attract investment through the appropriate low land transfer price, reduce the government's financial dependence on land, and optimize the industrial structure of the local government. To improve urban productivity by guiding market competition and improving the efficiency of local government expenditure.
