【摘要】：文章基于中國經(jīng)濟(jì)增長的特征事實(shí),對(duì)政府主導(dǎo)、地方政府競爭影響城鄉(xiāng)收入差距的制度背景和理論機(jī)制進(jìn)行梳理,并采用面板分位數(shù)回歸模型進(jìn)行實(shí)證考察。研究發(fā)現(xiàn):(1)中國式分權(quán)改革中形成的"增長型激勵(lì)"導(dǎo)致地方政府主導(dǎo)轄區(qū)經(jīng)濟(jì)增長,這一經(jīng)濟(jì)特征通過資源配置和經(jīng)濟(jì)政策的城鎮(zhèn)偏向擴(kuò)大了城鄉(xiāng)收入差距;(2)地方政府為發(fā)展轄區(qū)經(jīng)濟(jì)而展開競爭,引導(dǎo)外商直接投資向城鎮(zhèn)和非農(nóng)產(chǎn)業(yè)集聚,城鄉(xiāng)收入差距也因此而加大;(3)政府主導(dǎo)、地方政府競爭對(duì)城鄉(xiāng)收入差距的影響軌跡均呈明顯的倒"U"形;(4)政府主導(dǎo)與地方政府競爭的協(xié)同效應(yīng)可以顯著縮小城鄉(xiāng)收入差距,即政府主導(dǎo)會(huì)降低地方政府競爭對(duì)城鄉(xiāng)收入差距影響的邊際貢獻(xiàn),同樣地方政府競爭也會(huì)降低政府主導(dǎo)對(duì)城鄉(xiāng)收入差距影響的邊際貢獻(xiàn)。因此,縮小城鄉(xiāng)收入差距、實(shí)現(xiàn)城鄉(xiāng)共享發(fā)展必須對(duì)地方政府行為做出制度規(guī)范和激勵(lì)約束。
[Abstract]:Based on the characteristic facts of China's economic growth, this paper combs the institutional background and theoretical mechanism of government-led and local government competition affecting the urban-rural income gap, and makes an empirical investigation with panel quantile regression model. The results are as follows: (1) the "growth-type incentive" formed in the reform of decentralization in China leads to the economic growth of the local government-dominated areas. This economic feature widens the urban-rural income gap through resource allocation and the urban bias of economic policies; (2) Local governments compete for the development of the economy in their jurisdictions, leading foreign direct investment to agglomeration in towns and non-agricultural industries. As a result, the urban-rural income gap also increases; (3) the influence of local government competition on the urban-rural income gap is obviously inverted "U" shape; (4) the synergistic effect of government-led and local government competition can significantly reduce the urban-rural income gap. That is, the local government competition will reduce the marginal contribution of the local government competition to the urban-rural income gap, and the local government competition will also reduce the marginal contribution to the urban-rural income gap. Therefore, to narrow the income gap between urban and rural areas and to achieve urban-rural shared development, we must make institutional norms and incentive constraints on the behavior of local governments.
