【摘要】：隨著經(jīng)濟(jì)全球化和信息技術(shù)的快速發(fā)展,中國(guó)-東盟區(qū)域經(jīng)濟(jì)一體化步伐加快,國(guó)際貿(mào)易快速發(fā)展,企業(yè)要求政府改善口岸通關(guān)環(huán)境呼聲日益強(qiáng)烈。電子口岸建設(shè)是廣西政府電子政務(wù)的一個(gè)重要組成部分,建設(shè)廣西電子口岸的大通關(guān)信息服務(wù)平臺(tái),以電子口岸平臺(tái)推動(dòng)單一窗口通關(guān)模式的建設(shè),不僅能降低貿(mào)易成本,提升合作成效,也能提高管理、執(zhí)法部門的工作效率,使貨物、貿(mào)易的進(jìn)出口及人員的出入境更為快捷、便利。文章在電子口岸改革的政策背景下,采用文獻(xiàn)研究、對(duì)比分析、實(shí)地調(diào)研等方法,從公共政策執(zhí)行力的視角來研究廣西電子口岸的建設(shè)問題,結(jié)合廣西口岸發(fā)展的實(shí)際情況,借鑒國(guó)內(nèi)外建設(shè)單一窗口模式的經(jīng)驗(yàn),研究以廣西電子口岸平臺(tái)推動(dòng)國(guó)際上通行的“單一窗口”模式進(jìn)行電子口岸建設(shè)的對(duì)策,最后從政策執(zhí)行的角度提出建設(shè)規(guī)劃方案的實(shí)施。文章首先提出公共政策執(zhí)行理論的概念、執(zhí)行模型、途徑和過程,以及公共政策執(zhí)行力理論的概念、內(nèi)涵和結(jié)構(gòu)分析。接著概述電子口岸的幾種模式和建設(shè)情況。然后以執(zhí)行力的視角對(duì)廣西電子口岸建設(shè)現(xiàn)狀及存在問題進(jìn)行分析,廣西電子口岸建設(shè)當(dāng)前存在的問題主要是管理部門間橫向協(xié)作欠佳;數(shù)據(jù)共享不充分;電子口岸應(yīng)用率較低;通關(guān)綜合性的配套服務(wù)不夠全面。最后結(jié)合政策背景和當(dāng)前的現(xiàn)實(shí)問題,提出廣西電子口岸管理建設(shè)的對(duì)策,一是理順管理機(jī)制,構(gòu)建廣西電子口岸管理模式;二是堅(jiān)持遵循地方電子口岸建設(shè)的幾大原則;三是大力建設(shè)基礎(chǔ)設(shè)施,促推通關(guān)效率;四是豐富多功能、全方位的綜合配套支持。
[Abstract]:With the rapid development of economic globalization and information technology, the pace of China-ASEAN regional economic integration is accelerating, and the international trade is developing rapidly. The construction of electronic ports is an important part of the e-government of Guangxi government. The construction of a large customs information service platform for Guangxi electronic ports and the construction of a single window customs clearance mode by means of electronic port platforms can not only reduce the trade costs. Enhance the effectiveness of cooperation, but also improve the efficiency of management, law enforcement, goods, trade imports and exports and personnel entry and exit faster, more convenient. Based on the policy background of the reform of electronic ports, this paper studies the construction of Guangxi electronic ports from the perspective of public policy execution by means of literature research, comparative analysis, field investigation and so on, combining with the actual situation of the development of Guangxi ports. Referring to the experience of building single window mode at home and abroad, the paper studies the countermeasures to promote the construction of electronic port by using Guangxi electronic port platform to promote the international "single window" mode. Finally, from the perspective of policy implementation, the implementation of the construction planning plan is put forward. This paper first puts forward the concept, implementation model, approach and process of the public policy enforcement theory, as well as the concept, connotation and structure analysis of the public policy enforcement theory. Then it summarizes several models and construction of electronic ports. Then the paper analyzes the present situation and existing problems of Guangxi electronic port construction from the perspective of executive power. The main problems in Guangxi electronic port construction are poor horizontal cooperation among management departments, insufficient data sharing, and lack of data sharing. Low application rate of electronic ports; comprehensive customs services are not comprehensive enough. Finally, combined with the policy background and current practical problems, the paper puts forward the countermeasures of Guangxi electronic port management construction, one is to straighten out the management mechanism, and the other is to adhere to several principles of local electronic port construction. Third, we should make great efforts to build infrastructure and promote the efficiency of customs clearance, and fourth, we should provide comprehensive and comprehensive support for various functions.
