【摘要】：海事系統(tǒng)是負責(zé)水上安全監(jiān)管工作的重要管理部門,隨著交通運輸部大力推進交通電子政務(wù)建設(shè),作為水路交通行業(yè)的信息匯集中心,海事部門在發(fā)展海事電子政務(wù)建設(shè)上起著關(guān)鍵性的作用。江蘇海事圍繞“以信息化帶動海事管理的現(xiàn)代化”的發(fā)展戰(zhàn)略,不斷推進海事電子政務(wù)建設(shè),建立了符合海事業(yè)務(wù)發(fā)展需求的江蘇海事信息化網(wǎng)絡(luò),初步建成江蘇海事數(shù)據(jù)中心,搭建涵蓋海事大部分業(yè)務(wù)的綜合管理信息平臺,基本實現(xiàn)工作方式無紙化、任務(wù)監(jiān)控實時化、統(tǒng)計分析智能化、效能監(jiān)察自動化、風(fēng)險防控技術(shù)化、應(yīng)用界面人性化的目標(biāo),海事管理和服務(wù)效率得到較大提高。十幾年來,江蘇海事在海事管理信息化、海事網(wǎng)絡(luò)及硬件設(shè)備設(shè)施建設(shè)方面所取得的成績是值得肯定的,海事電子政務(wù)的蓬勃發(fā)展有效提升了江蘇海事管理部門的行政工作效率,推動了海事行政工作的公開化和透明化。但是,受管理體制、技術(shù)條件和思想觀念等因素的制約,江蘇海事電子政務(wù)在信息資源開放共享方面仍存在許多不足之處。如果不能夠正視問題,分析問題產(chǎn)生的原因,“信息孤島”問題、資源浪費問題將難以根治,極大的制約著江蘇海事電子政務(wù)的發(fā)展。本文以電子政務(wù)信息資源共享的相關(guān)概念為切入點,運用文獻研究法、分析歸納法、比較研究法等方法對江蘇海事電子政務(wù)信息資源開放共享問題進行研究,分析江蘇海事電子政務(wù)信息資源開放共享方面存在的問題及其內(nèi)在原因,結(jié)合國內(nèi)外海事電子政務(wù)發(fā)展的先進經(jīng)驗提出問題的解決對策,為江蘇海事電子政務(wù)建設(shè)的發(fā)展提供參考。
[Abstract]:Maritime system is an important management department in charge of water safety supervision. With the Ministry of Transport vigorously promoting the construction of traffic e-government, it serves as the information gathering center of waterway transportation industry. Maritime department plays a key role in the development of maritime e-government construction. Based on the development strategy of "promoting the modernization of maritime management with information technology", Jiangsu maritime industry has continuously promoted the construction of maritime e-government affairs and established a Jiangsu maritime information network that meets the needs of maritime business development. The preliminary establishment of Jiangsu Maritime data Center, the establishment of a comprehensive management information platform covering most of the maritime services, the basic realization of paperless work, real-time task monitoring, intelligent statistical analysis, and automation of efficiency monitoring. The technology of risk prevention and control, the target of humanization of application interface, and the efficiency of maritime management and service have been greatly improved. In the past ten years, the achievements of Jiangsu maritime industry in the fields of maritime management informationization, maritime network and hardware facilities construction are worthy of recognition. The vigorous development of maritime e-government has effectively promoted the administrative efficiency of Jiangsu maritime administration department and promoted the openness and transparency of maritime administration work. However, restricted by the management system, technical conditions and ideas, there are still many deficiencies in the opening and sharing of information resources in Jiangsu maritime e-government. If we can not face up to the problem, analyze the causes of the problem, the problem of "information island", the problem of waste of resources will be difficult to cure, which greatly restricts the development of Jiangsu maritime e-government. Based on the related concepts of e-government information resource sharing, this paper uses literature research method, analysis induction method, comparative research method and other methods to study the open sharing of Jiangsu maritime e-government information resources. This paper analyzes the problems existing in the opening and sharing of maritime e-government information resources in Jiangsu Province and their internal reasons, and puts forward solutions to the problems in combination with the advanced experience of the development of maritime e-government at home and abroad. It provides a reference for the development of Jiangsu maritime e-government construction.
