【摘要】：公務(wù)員屬于公共管理者,代表國(guó)家行使權(quán)力,管理各項(xiàng)社會(huì)事業(yè)。公務(wù)員職業(yè)道德狀況在一定程度上決定著其行政能力和服務(wù)水平的高低,同時(shí),由于公務(wù)員職業(yè)的特殊性,其職業(yè)道德水平對(duì)于整個(gè)社會(huì)道德建設(shè)具有直接影響,發(fā)揮著重要的表率作用。當(dāng)前,我國(guó)已經(jīng)進(jìn)入到行政管理體制改革的關(guān)鍵時(shí)期,這就要求公務(wù)員必須具備良好的職業(yè)道德,牢固樹立全心全意為人民服務(wù)的宗旨,認(rèn)真履行職責(zé),保證社會(huì)安定有序地運(yùn)行。當(dāng)前,我國(guó)公務(wù)員隊(duì)伍在職業(yè)道德方面仍然存在很多問題,有些問題還比較突出,嚴(yán)重影響了政府和公務(wù)員隊(duì)伍的良好形象,必須引起我們的高度重視并努力加以解決。本文主要分析了當(dāng)前我國(guó)公務(wù)員隊(duì)伍職業(yè)道德方面存在的問題及成因,并提出了相應(yīng)對(duì)策。全文共分為五個(gè)部分：第一部分闡明了問題提出的背景、意義,以及研究現(xiàn)狀、思路和方法。第二部分論述了公務(wù)員職業(yè)道德的內(nèi)涵、特點(diǎn)和基本內(nèi)容。第三部分從增強(qiáng)黨的執(zhí)政能力、提高政府公信力、推進(jìn)依法治國(guó)、推進(jìn)社會(huì)道德建設(shè)等方面論述了提升公務(wù)員職業(yè)道德水平的重要意義。第四部分提出了當(dāng)前我國(guó)公務(wù)員職業(yè)道德存在的問題,即公仆意識(shí)淡化,腐敗現(xiàn)象頻發(fā),作風(fēng)不夠務(wù)實(shí),公信力下降,擔(dān)當(dāng)精神缺失。進(jìn)而從思想、制度、環(huán)境影響、公務(wù)員自身素質(zhì)等方面分析了問題的成因。第五部分針對(duì)存在問題提出了提升公務(wù)員職業(yè)道德水平的具體對(duì)策,包括推進(jìn)行政管理體制改革,切實(shí)加強(qiáng)三道防線建設(shè)；為公務(wù)員職業(yè)道德建設(shè)營(yíng)造優(yōu)秀的外部環(huán)境；在更高層次上追求公務(wù)員職業(yè)道德建設(shè)的完善性；進(jìn)一步提高公務(wù)員職業(yè)道德立法建設(shè)的速度；加強(qiáng)培訓(xùn),提高公務(wù)員職業(yè)道德素質(zhì)；公務(wù)員應(yīng)加強(qiáng)自身修養(yǎng)。
[Abstract]:Civil servants are public administrators who exercise power on behalf of the state and manage all social undertakings. To a certain extent, the professional ethics of civil servants determines their administrative ability and service level. At the same time, because of the particularity of the civil servants' occupation, their professional ethics level has a direct impact on the construction of the whole social morality. Play an important role model. At present, our country has entered a critical period of administrative system reform, which requires civil servants to have good professional ethics, firmly establish the purpose of serving the people wholeheartedly, and conscientiously perform their duties. To ensure social stability and orderly operation. At present, there are still many problems in the professional ethics of civil servants in our country, some of them are still outstanding, which seriously affect the good image of the government and the civil servants, so we must pay great attention to them and try our best to solve them. This paper mainly analyzes the problems and causes of professional ethics of civil servants in our country, and puts forward corresponding countermeasures. The paper is divided into five parts: the first part clarifies the background, significance, research status, ideas and methods of the problem. The second part discusses the connotation, characteristics and basic contents of civil servants' professional ethics. The third part discusses the important significance of improving the professional ethics of civil servants from the aspects of strengthening the ruling ability of the Party, improving the credibility of the government, promoting the rule of law and promoting the construction of social morality. The fourth part puts forward the problems existing in the professional ethics of civil servants in our country, that is, the public servant consciousness is desalinated, the phenomenon of corruption occurs frequently, the style of work is not practical enough, the credibility drops, and the spirit of responsibility is lacking. Then it analyzes the causes of the problem from the aspects of thought, system, environment influence and civil servant's own quality. The fifth part puts forward the concrete countermeasures to improve the level of civil servants' professional ethics, including promoting the reform of administrative management system, strengthening the construction of three lines of defense, creating an excellent external environment for the construction of civil servants' professional ethics. At a higher level, we should pursue the perfection of civil servants' professional ethics construction; further improve the speed of civil servants' professional ethics legislation construction; strengthen training, improve the quality of civil servants' professional ethics; and civil servants should strengthen their own self-cultivation.
