【摘要】：盡管國(guó)家極力在為城鎮(zhèn)化開發(fā)制定約束性規(guī)則,但從根本上說(shuō)主導(dǎo)城鎮(zhèn)化基層治理場(chǎng)域的是利益政治邏輯而非規(guī)則政治邏輯。這首先源自城鎮(zhèn)化過(guò)程的復(fù)雜性與不確定性,它是包含著多重任務(wù)的復(fù)雜系統(tǒng),而且各環(huán)節(jié)間都充斥著利益分配的糾紛和較量,這種高度的不確定性為相關(guān)行動(dòng)者的討價(jià)還價(jià)提供了動(dòng)力和空間;其次是由社會(huì)轉(zhuǎn)型階段的制度特征所致。改革中變動(dòng)不居的制度、文本與實(shí)踐的背離以及體制內(nèi)創(chuàng)新、試錯(cuò)的沖動(dòng),在一定程度上阻礙了規(guī)則的社會(huì)化過(guò)程且削弱了規(guī)則應(yīng)有的指導(dǎo)與約束功能。城鎮(zhèn)化在基層場(chǎng)域內(nèi)的權(quán)力較量與利益爭(zhēng)奪看似無(wú)序,但各方行動(dòng)主體都在理性選擇行動(dòng)策略、重塑其行為準(zhǔn)則,由此衍生出一系列非預(yù)期結(jié)果,例如村民民主意識(shí)的生成、集體經(jīng)濟(jì)以非傳統(tǒng)的"自組織"形式對(duì)基層社會(huì)進(jìn)行再組織等,原本虛弱而破碎的社會(huì)在這過(guò)程中表現(xiàn)出緩慢的自我發(fā)育。
[Abstract]:Although the state is trying to make binding rules for the development of urbanization, it is the political logic of interests, not the logic of rules, that dominates the field of grass-roots governance of urbanization. This first stems from the complexity and uncertainty of the urbanization process. It is a complex system with multiple tasks, and all links are filled with disputes and competitions in the distribution of interests. This high degree of uncertainty provides impetus and space for the bargaining of relevant actors, followed by the institutional characteristics of the stage of social transformation. The changing system, the deviation between text and practice, the innovation within the system and the impulse of trial and error hinder the socialization of rules and weaken the function of guidance and restraint. The power contest and interest contention of urbanization in the grass-roots field seems disorderly, but the action subjects of all sides are rationally choosing the action strategy and reshaping their code of conduct, which gives rise to a series of unexpected results, such as the generation of villagers' democratic consciousness. The collective economy reorganizes the grass-roots society in the form of non-traditional "self-organization". The weak and broken society shows slow self-development in this process.
